HomeMy WebLinkAbout2022-09-20-BASS-min Board of Assessors Meeting Open Session Minutes September 20,2022 A meeting of the Lexington Board of Assessors was called to order at 4 00 p m on Tuesday,September 20,2022 in the Select Board's Meeting Room,Town Office Building Gregory Johnson,Chairman,Edmund C Grant,Member and Casimir Groblewski,Member were present as well as Robert F Lent,Director of Assessing,Michael E Golden,Assistant Director of Assessing and Sandra Pentedemos, Administrative Assessor Ogen Session Public Comment Time Present for the Hancock Congregational Church(a/k/a Hancock United Church of Christ),located at 25 Hancock Street,were Ms Joan Rubio,Prudential Committee,and Mr.Scott Martin,Prudential Committee,Co-Chair Ms Rutile presented a letter dated August 3,2022 to the Board of Assessors The letter describes an occupancy change in use during the current Fiscal Year 2022 The 25 Hancock Street is a parsonage occupied as ministerial staff housing Mr Johnson expressed interest in discussing the letter and would take this under advisement Ms Rutile thanked the Board for the opportunity to explain the occupancy change with the Board and provided her contact telephone number,should there be any further questions There were no vendor news and views Mr Lent informed the Board of the Preliminary Fiscal Year 2023 submission of reports to the Department of Revenue consisting of the New Growth,LA-3(calendar 2021 qualified sales),and the status of the Overlay Surplus Fund VOTE Upon a motion duly made and seconded,the Board of Assessors voted 3-0 by roll call to adjourn the Open Session of the meeting at 4 30 p m to enter into Executive Session under Purpose 7 in order to deliberate Fiscal Year 2022 Statutory Exemptions,Real Estate Abatement Applications and Personal Property Abatements Further it was declared that an open meeting discussion may have a detrimental effect on the litigation position of the town The Board reconvened Open Session at 5 40 p m Executive Session occurred here details may be viewed in separate Executive Session folder VOTE Upon a motion duly made and seconded,the Board of Assessors voted 3-0 by roll call to approve of recommendations for Fiscal Year 2023 Chapter 59 Section 59,Supplemental Real Estate Abatement Applications (See Executive folder) VOTE Upon a motion duly made and seconded,the Board of Assessors voted 3-0 by roll call to approve and continue Fiscal Year 2023 Religious Exemption of real property taxes for the property located at 25 Hancock Street,owned by Hancock Congregational Church The property's use is occupied as a Parsonage,by a religious leader or other clergy person of any faith,and therefore,does met the religious exemption guidelines (See Executive folder) VOTE Upon a motion duly made and seconded,the Board of Assessors voted 3-0 by roll call to approve the issuance for a Late Notice of a Fiscal Year 2022 Chapter 59 Section 59,Personal Property Abatement Application (See Executive folder) There were no pending Appellate Tax Board actions to discuss No decisions had to be made The Board postponed discussion of the Meeting Minutes There being no other business a motion was duly made and seconded at 6 50 p m to adjourn the Meeting Board of o 4 .
