HomeMy WebLinkAbout2016-02-24-HPB-min Lexington Housing Partnership MeetingMinutesforFebruary24,2016 Attendees:JeriFoutter,WendyManz,BobPressman,MelindaWalker,BetseyWeiss,HarrietCohen, MaryHaskell Absent:PaulLinton,NancyCorcoranRonchetti Guest:DesireePelletier,AmericorpsVolunteer,MetroWestCollaborativeDevelopment MelindaWalkerchairedthemeetingandHarrietCohentookminutes.Themeetingwascalledtoorder at7:32pm. 1.ApproveMeetingMinutes Mr.PressmanmovedapprovaloftheNovember5,2015minutes.Ms.Foutterseconded.Themotion passedunanimously.BasedondiscussionoftheJanuary14,2016meetingminutes,several typographicalerrorsintheminuteswerecorrected.Mr.PressmanmovedapprovaloftheJanuary minutes.Ms.Fouttersecondedthemotion.Themotionpassedunanimously. 2.ResidentialPolicyCommitteeReport(JeriFoutter) Ms.FoutterreportedthattheRPCFinancesubcommitteeperformedananalysisofthepricea developerpaysforapropertyrelativetothepricepaidbythehousebuyer.Theanalysisbythe committeeshowsthatthedeveloperispaying40%to45%oftheultimatesalepricetothe homeownerinordertoacquireahouseforateardownandrebuild.Thegoaloftheanalysisisto understandhowaGrossFloorArea(GFA)limitationmightimpactbothhomepricesandtown revenue.FurtherinformationwillbeavailableontheTownPlanningBoardwebsite. Ms.FoutteralsoansweredseveralquestionsaboutNeighborhoodConservationDistricts. 3.ResignationofRobertBicknellasPresidentoftheLexingtonHousingFoundation Mr.BicknellsubmittedhisresignationasthePresidentoftheLexingtonHousingFoundation.Ms. HaskelldiscussedtheneedtoreplaceMr.BicknellasthePresidentandMemberoftheBoardof DirectorsoftheLexingtonHousingFoundation.TheLexingtonHousingFoundationisresponsiblefor appointinganewpresidentandboardmember. 4.ReviewofLexHABActivities(Mr.Pressman) Mr.Pressmanreportedthat LexHABandtheBoardofSelectmenhavetakenthestepstotransfertheBusahousing parcelfromthetowntoLexHAB. TherewasdiscussiononobtainingHOMEfundstopayforKeelerfarmunit(CataldoBarn rehab). TheTownclosedontheWrightFarmproperty. Fairviewisunderconstruction. ThereisnoupdateregardingtheLearyproperty. 5.ReportMeetingwithStateSenatorBarrettreAffordableHousing(Ms.Walker) Mr.WalkerandMs.PelletiermetwithStateSenatorMichaelBarrett.Severalotherorganizations withaninterestinaffordablehousing(e.g.,WATCH)alsometwithSenatorBarrett.Hewas 1 Lexington Housing Partnership interestedinaffordablehousingandengagedintheconversation.ThemeetingwasheldinWeston andseveralpeoplefromtheWestonHousingTrustparticipatedinthemeeting,aswellashousing advocatesfromWaltham.Anylegislationonaffordablehousingwouldhavetobeframedinterms ofbenefitstoseniorsorfamilies. 6.DiscussionofMetrowestPlansforCoffeesforSeniors(Ms.Pelletier&Ms.Walker) MetroWestCollaborativeDevelopment(MWCD)heldaninformationsessiononaffordablehousing forseniorsattheDedhamCouncilofAging.MWCDprovidedadviceonoptionsforaffordable housingtotheattendees.Ms.PelletierproposedholdingasimilarmeetinginLexington.TheLHP agreedthatitwouldbeaverygoodideatoholdsuchameetingandsuggestedtheCommunity Centerasalocale.TheLHPofferedtocosponsorthemeetingandsuggestedthatDesireetargetthe beginningofApriltimeframe. 7.PartnershipPlansfor2016 Thefollowinginitiativeswereproposedforthiscalendaryear: Develophousingforseniors EnsurethatsignificantprogressismadeontheLearyhousingdevelopment 8.NewBusiness Therewasnonewbusiness. 9.SetNextMeetingDate ThenextmeetingwillbeMarch31at7:30pm. 10.SetNextMeetingDate Themeetingwasadjournedatapproximately9:20PM. 2
