PM Members Present: Jill Hai, Chair; David Kanter, Vice-Chair & Clerk; Elizabeth Barnett; Rod Cole; Wendy Manz Members Absent: None Others Present: None Documents Presented: Notice/Agenda of CEC Public Meeting, April 13, 2016 CEC Report to the February 8, 2016, STMs 2016-1 & 2016-2, released February 1, 2016 Lexington Town Warrant for April 25, 2016 Special Town Meeting (STM) 2016-4, released March 28, 2016 Call to Order: Ms. Hai called the meeting to order at 7:15 .. PM Discussion on any matters included in STMs 2016-2 & 2016-4 Ms. Hai advised the Committee that it will participate in a joint meeting to be held next th Tuesday evening (April 19) with the Appropriation Committee. At that meeting, two members of the Board of Selectmen (BoS) will provide an update, for open-session discussion, regarding the BoS information on the two, current, potential, land purchases: The property at 20 Pelham Road (STM 2016-2, Article 2) and the Belmont Country Club land (STM 2016-4, Article 5). All previous information on the status of both potential purchases has been discussed by the BoS only in its Executive Sessions. (The Committee had taken a “Pending” position regarding the Pelham Road purchase in its report to STM 2016-2 on February 1, 2016.) th As STM 2016-4 will be opened on Monday, the 25, this Committee needs to release its report on as many of that STM’s Articles as practical, as soon as possible. (That will be later than the usual 1-week-in-advance-of-deliberation publication schedule.) As th STM 2016-2 is expected to be called back into session on May 9, this Committee will need to produce a supplement to its earlier report to provide an updated position unless it remains “Pending” for even later, additional, information. The Committee then reviewed the Articles in STM 2016-4 to determine which warranted reporting by this Committee. Motions were made and seconded regarding each Article with the following results: Article 1, Reports of Town Boards, Officers, Committees: At least for the Committee’s report to be received and placed on file.Vote: 5–0 (Has no bearing on the report’s content.) Article 2, Minuteman Regional School Bonding Authorization: Not to report. Vote: 5–0 Article 3, Accept Easement—482 Bedford Street: To report. Vote: 4–1 (Mr. Kanter in opposition as he considers this matter outside the scope of this Committee’s responsibilities. Ms. Barnett is to prepare the draft-report language before next Tuesday’s CEC meeting.) Vote: 5–0 (Ms. Hai is to prepare the draft-report language before next Tuesday’s CEC meeting.) Article 5, Purchase of Belmont Country Club Land (Town has the right of first refusal on that purchase; the Lexington Montessori School has signed a Purchase & Sale Agreement with that Club): To report. Vote: 4–0 (Ms. Hai recused herself from this matter as she is a member of that Club. No member was assigned to prepare draft-report language as it will not be until next Tuesday’s CEC meeting that needed information would first be available.) Next Meeting: To begin the review and approval of this Committee’s reporting to the May 9, 2016, session of STM 2016-2 and, if needed, also to a continued session of STM 2016-4, this Committee agreed to have a meeting on April 26, 2016, at 7:30 ..
