HomeMy WebLinkAbout2016-02-18-CPC-min Minutes of the Community Preservation Committee Thursday, February 18, 2016 Parker Meeting Room Town Office Building 1625 Massachusetts Avenue 3:00 PM Committee Members Present: Marilyn Fenollosa (Chair); Richard Wolk (Vice-Chair); Richard Canale, Norman Cohen, Leo McSweeney, Bob Pressman, Sandra Shaw Absent: David Horton, Jeanne Krieger Administrative Assistant: Elizabeth Lane Other Attendees: David Kanter, Vice-Chair of the Capital Expenditures Committee (CEC) and liaison to the CPC; Melisa Tintocalis, Economic Development Director, Rob Addelson, Assistant Town Manager for Finance Ms. Fenollosa called the meeting to order at 3:06 PM. 1) Return Interview- Revised Grain Mill Alley Proposal- Ms. Tintocalis appeared before the CPC to presentation was to include a detailed proposal of the revised project in order for the CPC to make an educated decision. Ms. Tintocalis reviewed the set of documents distributed to the CPC prior to the meeting. These included a revised application, budget and concept plan. The revised concept called for development of the two ends of the alley- the Mass. Ave. end and the Bikeway end. Due to unresolved issues with one , the middle section of the alley would remain undeveloped. The CPC discussed design elements, specifically on the Mass. Ave. end of the alley, questioning how the project may fit with the larger Center Streetscape project. Ms. Tintocalis mentioned that the proposed materials were similar to the overall Center Streetscape design and they were meant to accent the existing surroundings but not exactly match the larger design. The revised budget requested $204,114 in CPA funds. The total project cost totaled $219,114. Ms. Tintocalis noted that Town Manager, Carl Valente was comfortable committing $10,000 from the Center Stabilization Fund toward the project but also noted that the Center Committee would need to vote on whether to appropriate those funds. $5,000 remained in CPA funds from the FY16 allocation for the design phase and would be used to cover the difference. Mr. Kanter suggested that the proposed money from the Center Stabilization Fund may be better spent on projects that have no additional funding sources, unlike the Grain Mill Alley project which was eligible to be completely funded with CPA funds. Ms. Fenollosa argued that the amount proposed from the Center Stabilization Fund was small in relation to the entire project and thought that contributing those funds towards the Grain Mill Alley project would be a good use for that money. After additional discussion, Mr. Wolk made a motion to recommend $214,114 in CPA funds to Town Meeting for completion of both ends of the proposed project (the alternate transportation node and the Mass. Ave. end). The amount recommended under this motion would allow the project to be completely funded with CPA funds (including $5,000 remaining from the FY16 design phase allocation). The motion was seconded and approved, 7-0. 2) Committee Business- Mr. Addelson provided an informal update on recently sold bond anticipation notes for the Cary Memorial Building Upgrades and Community Center Renovations. He noted that debt service figures may change minimally for CPC reporting purposes. The CPC also discussed the CPA allowable spending purpose for the Wright Farm Barn Needs Mr. Wolk confirmed that the project should be funded completely under the Open Space Reserve. It was determined that the Visitors Center project would be indefinitely postponed for FY17 due to the recommendation from the Town Manager to defer the project until a future date and the strong possibility that the Board of Selectmen may endorse new construction instead of renovations to the existing building. It was also determined that the Grain Mill Alley allowable spending purpose required clarification from Town Counsel as their initial recommendation appeared conflicting. Mr. Addelson was going to clarify this with Town Counsel. The minutes from the CPC meeting on February 11, 2016 were approved as amended. The vote was 7-0. The Committee plans to meet next in mid-March to approve their report to Annual Town Meeting.
