Commissioner Absent: Robert Rotberg, Chair, Susan Bennett. Associate Commissioners Present: David Kelland. Associate Commissioner Absent: Staff Present: Siqing Pan, Department Assistant st Vice Chair Diane Pursley called the June 21 Historical Commission meeting to order at 7:00 pm. AGENDA ITEM #1: Approved revised Definition of “Substantial Demolition” The Commissioners reviewed and approved the amended definition of “Substantial Demolition”. Mr. Kalsow suggested to either replace with “or” or delete the word “and” of the third item “the removal of more than one exterior wall of a building: and”. No Public Comments. MOTION: Ms. Fenollosa made a motion to adopt the definition of substantial demolition as presented in this meeting with one change to delete the word “and” and post it to website as the operable definition going forward. Mr. Kalsow seconded. Roll Call Vote: Mr. Kalsow – Yes, Ms. Fenollosa – Yes, Mr. Kelland – Yes, Ms. Pursley – Yes, Motion carried 4 to 0. AGENDA ITEM #2: Approved revised MHC Form B for 69 Pleasant/ 11-15-17 Linc Cole Lane The Commissioners reviewed and approved the revised MHC Form B for 69 Pleasant/ 11-15-17 Linc Cole Lane. No public comments. MOTION: Ms. Fenollosa made a motion to approve the revised MHC Form B for 69 Pleasant/ 11-15-17 Linc Cole Lane. Mr. Kalsow seconded. 1 / 5 Roll Call Vote: Mr. Kalsow – Yes, Ms. Fenollosa – Yes, Mr. Kelland – Yes, Ms. Pursley – Yes, Motion carried 4 to 0. AGENDA ITEM #3: Approval of meeting minutes th The minutes of the meeting held on May 17, 2023 as amended will be approved on next meeting due to lack of quorum. AGENDA ITEM #4: Public hearing regarding the full building demolition at 56 Harding Road APPLICANT (S) PRESENT: James Barr, Owner and Builder Scott Lewis, Architect ABUTTER(S) PRESENT: DOCUMENT(S): Historical Information: dated June5, 2023 Photos of existing structure: dated June 6, 2023 1991 Building Permit 2: dated June 5, 2023 Harding Road Historical Meeting Presentation: dated June 6, 2023 56 Harding _Lexington_Historic: dated June 6, 2023 SUMMARY: James Barr, homeowner and builder, explained the historical insignificance of the property at 56 Harding Road. The Commission agreed to remove the structure at 56 Harding Road from the Comprehensive Cultural Resources Survey. No Public Comments. HC COMMENTS: The Commission agreed that the property at 56 Harding Road has lost its architectural integrity and therefore may be removed from the Comprehensive Cultural Resources Survey. MOTION: Mr. Kalsow made a motion to find that the structure at 56 Harding Road has lost its architectural and cultural integrity as an individual dwelling and no longer contribute significantly to the Manor Neighborhood, and therefore it will be removed from the Comprehensive Cultural Resources Survey. Ms. Fenollosa seconded. Roll Call Vote: 2 / 5 Mr. Kalsow – Yes, Ms. Fenollosa – Yes, Mr. Kelland – Yes, Ms. Pursley – Yes, Motion carried 4 to 0. The Commission reviewed and approved the proposed partial building demolition plans at 214 Massachusetts Avenue. No Public Comments. HC COMMENTS: The Commission approved the proposed partial building demolition plans at 214 Massachusetts Avenue. MOTION: Mr. Kalsow made a motion to find that 214 Massachusetts Avenue preferably preserved, and that st proposed partial demolition and addition presented on the June 21, 2023 HC meeting was appropriate and consistent with the historic value of the house. Mr. Kelland seconded. Roll Call Vote: Ms. Fenollosa – Yes, Mr. Kelland – Yes, Mr. Kalsow – Yes, 3 / 5 Ms. Pursley – Yes, Motion carried 4 to 0. HC COMMENTS: The Commission approved the proposed partial building demolition and roof line change plans at 2 Berwick Road. MOTION: Ms. Fenollosa made a motion to find that 2 Berwick Road preferably preserved, and approve that st proposed partial building demolition and roof line changes presented on the June 21, 2023 HC meeting.
