welcomed all to 16 May meeting pursuant to MA Open Meeting Law • Chairman Eliot asked each member of the HFAC, Massport personnel and the FAA Community Engagement Officer, Lindsey White, to introduce themselves • Chairman Eliot had meeting with State Representatives Carmine Gentile and Alice Peisch o Discussed concerns for potential impacts of climate change at the State House in Boston • Chairman Eliot asked about rotation for HFAC or community member to attend the Massport Board meeting • Chairman Eliot noted the FAA is reviewing policy about using DNL and if best way to measure noise impacts o Lindsey White provided web link and dates for public comment; affirmed DNL is a national policy • Chairman Eliot dropped document about per- and polyfluoroalkyl substances (PFAS) into the chat • Minutes: The April 2023 Meeting Minutes were reviewed for approval • Tonya Gailus requested an amendment to the March 2023 Meeting Minutes o Phrase “at this time” will be added to Amber Goodspeed’s comment about capacity of Taxiway Romeo • The April 2023 Meeting Minutes were approved unanimously with no amendments • Cargo or Scheduled Commercial Passenger Services • Amber Goodspeed stated there have been no requests for future scheduled passenger or cargo service • Monthly Noise Reports: presented by Amber Goodspeed In April 2023 as compared to April 2022: • Amber Goodspeed noted single engine piston percentages in Jan-Mar summaries corrected • 7am - 11pm operations decreased 1% in April 2023 • Singles (including touch and goes) increased 3.7% in April 2023 • Turbo activity decreased 11.6% in April 2023 • Jet operations decreased 8.2% in April 2023 • Helicopter activity increased 1.7% in April 2023 • Night Operations (11pm-7am) decreased 19.6% from 230 in April 2022 to 185 in April 2023 • Joseph Stein asked for explanation of noise complaint numbers; Massport does research and respond to noise complaints o Lindsey White indicated she will provide information about the FAA’s Noise Portal for the June HFAC • Capital Programs and Third Party Development Reports: Amber Goodspeed presented the Capital Programs and Third Party Development reports and noted that: • Steel erection commenced in April on Atlantic Aviation at Pine Hill and construction is ongoing o Mark Giddings asked about the completion date of the Atlantic Aviation at Pine Hill construction project • The Runway 05/23 Phase 1 rehabilitation project expected to begin on June 5th and last for 37 days o Concerns can be made to Massport at (781) 969-8050 o There will be Lincoln Police details monitoring Virginia Road • Chairman Eliot started discussion on hangar space at the North Airfield Project o Amber Goodspeed explained there is close to a million sq ft of current hangar space in 93 hangars with 7% dedicated to single engine pistons o All information, to include impacts, in 6 months with release of Draft Environmental Impact Report (DEIR) • Agenda Items: Topics discussed on published agenda: • Chairman Eliot provided presentation on Sustainable Aviation Fuel (SAF), an alternate jet fuel made from renewable feed stocks that meet sustainability criteria to achieve greenhouse gas emission reduction o SAF viewed by US government and airlines as most promising technology over electric and hydrogen o Industry risk is that consumers may avoid flying until airlines reduce carbon footprint o European proposal is significant investment in hydrogen technology; ambitious goal to bring to market by 2035 o David Sykes provided insight into electric aviation companies and partnership between the FAA and NASA on the Continuous Lower Energy, Emission and Noise (CLEEN) program • Chairman Eliot asked for input on forest and wildlife impacts as part of broader discussion • Chairman Eliot thanked Massport and the FAA the attendance of a Community Engagement Officer • Citizen Comments: Citizens commented on and/or asked about the following topics • Jennifer Boles made comments on PFAS contamination on the airfield • Elizabeth Coules asked if the Flight Based Operations (FBOs) could be invited to the HFAC o Margaret Coppe reminded HFAC that the FBOs used to attend HFAC meetings in the past • Cindy Arens provided her thoughts on the problems of emission reductions and their impacts • Tonya Gailus wanted to remind everyone about upcoming Hanscom Area Town Selectboard (HATS) meeting o Emily Mitchell added HATS has not meet regularly in two years;
