Associate Commissioner Absent: Staff Present: Siqing Pan, Department Assistant th Chair Paul O’Shaughnessy called the May 4, 2023 Historic Districts Commission meeting to order at 5:10pm. FORMAL HEARING Chair Paul O’Shaughnessy opened the formal hearing for 45 Bedford Street, exterior alterations (Plaque) in the Battle Green Historic District Documents Full plan set of proposed alteration: dated March 14, 2023 Photographs of entire face of each building elevation visible from the public way: dated March 14, 2023 Donnelly Plaque: dated March 28, 2023 The applicant explained the proposed plaque to 45 Bedford Street. The Board felt the proposed changes were appropriate. No public comments. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 45 Bedford Street. Motion carried, all in favor. Chair Paul O’Shaughnessy opened the formal hearing for 1707 Massachusetts Avenue, exterior alterations (Signage and window replacement) in the Battle Green Historic District Documents Full plan set of proposed alteration: dated May 1, 2023 Photographs of entire face of each building elevation visible from the public way: dated April 10, 2023 List of Material: dated April 10, 2023 Work Scope Narrative: dated April 10, 2023 Historic Districts Commission 1 / 5 Owner Authorization Letter: dated April 10, 2023 Windows specs 1707 entire building – Customer 3784683: dated April 24, 2023 The applicants explained the proposed signage and window replacement plans to 1707 Massachusetts Avenue. The Board felt the proposed changes were appropriate with the window, trim and molding around all should be in white. And the trim of doors previously approved can be black. The Commissioners can then revisit if it needs. No public comments. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 1707 Massachusetts Avenue with one caveat that the window will be white with white trim as received. And the trim of doors previously approved can be black. Motion carried, all in favor. No public comments. No public comments. The Commission approved this application with conditions No public comments. Robin Lovett made a motion to approve this application with conditions of the corner boards, concerns of the exact material and color of the edge dressing of the driveway, fix windows alignment, lighting, and landscaping materials. Lee Noel Chase seconded. Roll Call Vote: Lee Noel Chase – Yes, Dan Hisel – Yes, Robert Adams – Yes, Robin Lovett – Yes, Paul O’Shaughnessy – Yes. Motion carried. All in favor. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 611 Massachusetts Avenue on those conditions. Motion carried, all in favor. CONTINUED HEARING Chair Paul O’Shaughnessy opened the continued hearing for 1575 Massachusetts Avenue, exterior changes (Solar Carports) in the Battle Green Historic District Documents Updated plans: dated May 2, 2023 The applicants explained the updated plans of solar carports. The Commission agreed to continue this application to next meeting. Dawn McKenna, 9 Hancock St, sated that the Police Station should not be blocked, and the arches design did not respect those straight lines. Ted Page, 6 Fletcher Ave, William Erickson, 31 Sherman St, Sally Sharp Lehman, 6 Sherman St, and Howard Cloth, 19 Sherman St, provided comments regarding the design. Historic Districts Commission 4 / 5 Mark Sandeen, Select Board Member, and Dan Voss, Sustainable Lexington, expressed the importance of this solar caports to Town zero-waste sustainablility goal. ACTION ITEMS th The Commission will review meeting minutes of April 6, 2023 on next meeting due to lack of quorum. The Commission made a motion to adjourn at 9:18pm. Motion carried. All in favor.
