HomeMy WebLinkAbout2016-02-11-CPC-minMinutes of the Community Preservation Committee Thursday, February 11, 2016 Selectmen's Meeting Room Town Office Building 1625 Massachusetts Ave 3:00 PM Committee Members Present: Marilyn Fenollosa (Chair); Richard Wolk (Vice- Chair); Richard Canale, Norman Cohen, David Horton, Leo McSweeney, Sandra Shaw. Bob Pressman joined the meeting by conference call. Absent: Jeanne Krieger Administrative Assistant: Elizabeth Lane Other Attendees: David Kanter, Vice -Chair of the Capital Expenditures Committee (CEC) and liaison to the CPC; Melisa Tintocalis, Economic Development Director. Ms. Fenollosa called the meeting to order at 3:05 PM and noted the remote participation of Mr. Pressman via telephone due to his significant geographical distance. 1) Revised Proposal- Grain Mill Allev- Melisa Tintocalis returned before the CPC to review the revised proposal for the Grain Mill Alley construction project. Since her last presentation before the CPC in December, one of the property's abutters decided not to endorse the agreement between the three interested parties. The condo association expressed concern about the control of their property and the potential future redevelopment of the site. Agreement between the Town, condo association and Bank of America was a stipulation of approval for the full project to move forward. Since the original design concept cannot be achieved, Ms. Tintocalis hoped to move forward with two thirds of the original plan. Both the Town Manager and the Center Committee support the revised concept and Town Counsel approved the proposal. Ms. Tintocalis noted that the new proposal would only include development of the two ends of the alley- the Mass. Ave. end and the Minuteman Bikeway end. The design for these spaces would not change from the original proposal. Ms. Tintocalis said there is no impediment to construct either end; the spaces would be ready to go in the spring, pending approval of construction funds. The original cost for the entire project totaled $337,383; Ms. Tintocalis did not have an exact cost for the revised proposal but estimated a reduction of approximately $100,000. She was still pending a final cost estimate from the architect. The Committee expressed concern about the lack of a redefined proposal and the absence of an exact cost for the project. 1 Ms. Tintocalis mentioned that she hoped for a discussion with the CPC prior to submitting an official revised proposal to see if the project is feasible. She said that the project has reached a critical juncture and there is a lot of potential in the two thirds design proposal. After additional discussion, the CPC agreed that the information presented was too vague to make an informed decision at that time. Ms. Fenollosa invited Ms. Tintocalis to another CPC meeting to present redefined proposals, drawings and numbers to allow the CPC to make a decision on the project, reasoning that that Committee had been working with Ms. Tintocalis for some time on Grain Mill Alley and would like to accommodate this request if time allows before Town Meeting. It was decided Ms. Tintocalis would come back and present to the CPC on Thursday, February 18tH Committee Business- Several revisions to the minutes from the CPC meeting on January 28, 2016 were read aloud. Due to Mr. Pressman's participation via telephone, a roll call vote was taken and the minutes were approved as revised, 7 -0 -1. Mr. Cohen abstained due to his absence at the January 28th meeting. Ms. Fenollosa informed the CPC that LexHAB may submit a revised request for the Keeler Farm acquisition due to the potential for additional HOME funds. Their initial request for HOME funds to cover the full purchase price of the unit was denied but additional funds may be made available to them. The meeting was adjourned at 4:03 PM.
