o The footprint of the addition was reduced from earlier schemes
o Floor to floor heights are minimal
o The ridge line of the addition is as low as feasible while still allowing a
second level connection between new and existing
o The proposed addition looks like a barn, referencing typical New England
expansion models.
o The dark, monochromatic coloring of the addition defers to the more
important, original structure
o Following the directives of the Secretary of the Interiors Standards, the
addition does not attempt to create a false sense of history. Window details
and proportions acknowledge that the addition was built at a different time.
• Some commissioners had concerns about the pane divisions for the windows and
doors, as well as the gutter details
• The Commission received a number of letters and several members of the audience
voiced concern over the size, location, naming and program content of the proposed
addition.
• In response to public concern, the hearing was continued.
• Susan Bennett will meet collectively with concerned abutters before coming back to a
later hearing.

There were contradictions between the applicant's description of the proposed sign and
the drawings. Questions arose regarding:
The "dishpan" backer board material
The proposed location of the blade sign
Material, finish and color names and numbers for both signs

• The Commission felt that this project was not appropriate as proposed:
o Vinyl decals mounted on window exterior feel cheap
o Repeating "CVS /pharmacy" six times is excessive

Discussion items:
East Lexington Road Improvements- On 1/20/16, David Cannon from the Town Engineering
department requested representatives of HDC visit the intersection at Pleasant street and Mass
Ave to evaluate the impact of the proposed roundabout and traffic light designs on the historic
structures and surrounding areas. An immediate response was sought by Engineering because
the Selectmen were scheduled to vote on the proposals 1/25/16. Chair Hopkins and
Commissioner Fenellosa visited the site on 1/21/16. Their evaluation was summarized in a letter
dated 1/22/16. The letter emphasized that the evaluation represented the consensus opinion of
only two voting members of the Commission since this was the largest group of Commissioners
that could be assembled in the time available without violating open meeting requirements. The
number of signs and pedestrian crossing lights required for the proposed roundabout led

Fenollosa and Hopkins to conclude that of the two proposals, the design incorporating traffic
lights would be the least disruptive to the fabric of the community.
Center Streetscape- Paver materials have been a recent concern brought to the attention of the
HDC. HDC would like to have a special meeting on this topic in the future.
Solar guidelines- Commissioner Eccles is working on guidelines.
