Meeting Minutes for March 16, 2023
Attendees: Harriet Cohen (Clerk), Jeri Foutter (Chair), Charles Hornig (Planning Board), Paul Linton,
Wendy Manz, Joe Pato (Select Board liaison), Bob Pressman, Melanie Thompson, Betsey Weiss
Absent: Cindy Arens (Sustainable Lexington liaison), Sarah Morrison (LexHAB liaison), John Zhao (COA
representative)
Guests: Margaret Heitz, Barbara Katzenberg, Ingrid Klimoff, Tom Shiple
The Housing Partnership Board (HPB) meeting was chaired by Jeri Foutter and minutes were taken by
Harriet Cohen.
1. Call to Order: Housing Partnership Board Meeting
Ms. Foutter called the meeting to order at 7:32. The roll was called.
2. Cluster Zoning Group outreach on Article #34 (and Article #33)
Ms. Katzenberg discussed the origin of the Cluster Housing Study Group. The Cluster Housing
Study Group advocates for multi-family housing in Lexington. The Cluster Housing Study Group
has focused on providing “explainers,”, one-pagers to help explain different aspects of proposed
zoning bylaws. It is now focusing on outreach and understanding the concerns of Town Meeting
Members.
3. Article #34 Amend Zoning Bylaw and Map - Multi-Family Zoning Housing for MBTA
Communities – outreach efforts
Ms. Foutter framed the discussion for tonight as ways in which the HPB will advocate for and
perform outreach to TMMs regarding Article #34.
After discussion, the HPB agreed that HPB members would first call and then email their Town
Meeting Members in support of Article #34. Ms. Foutter, Ms. Weiss, and Ms. Cohen agreed to
send suggested voicemail and email messages to HPB member on March 18 or March 19.
Ms. Cohen shared a letter to be sent to the Select Board and to be posted (with the Select
Board’s permission) on the Town Meeting website under the link for Article #34. Ms. Weiss
moved that the HPB approved sending the letter to the Select Board. Ms. Cohen seconded the
motion.
In favor: Ms. Cohen, Ms. Foutter, Mr. Hornig, Mr. Linton, Ms. Manz, Mr. Pressman, Ms.
Thompson, Ms. Weiss
Against: none
Abstaining: none
Ms. Weiss then moved that the letter also be sent to the Town Meeting Members Association
mailing list. Ms. Cohen seconded the motion.
In favor: Ms. Cohen, Ms. Foutter, Mr. Hornig, Mr. Linton, Ms. Manz, Mr. Pressman, Ms.
Thompson, Ms. Weiss

Abstaining: none
4. Article #33 - Amend Zoning Bylaw - Special Permit Residential Development- outreach efforts
and support statement
Ms. Weiss shared a suggested letter in support of Article #33. After discussion, the HPB agreed
to meet on Tuesday, March 21 to discuss next steps regarding Article #33.
5. HPB Charge & Membership
Ms. Foutter informed the attendees that the Select Board had approved the charge. Ms. Cohen
summarized the differences between the previous charge and the one just approved by the
Select Board.
6. New Business
There was no new business.
7. Board Member and Liaison Updates
There were no updates at this meeting.
8. Approve Minutes from February 21, 2023 meeting
Ms. Weiss moved approval of the minutes of Feb. 21 and Ms. Cohen seconded the motion.

Thompson, Ms. Weiss

9. Set Next Meeting Date
The next meeting will be on March 21, 2023 at 7:00 pm.
10. Adjournment
Ms. Weiss moved adjournment; Ms. Cohen seconded the motion.
