September 14,2022 Meeting Minutes
Pursuant to notice duly filed with the Town Clerk,the Semiquincentennial Commission
(Lex250)convened in a meeting via Zoom video conference on Wednesday,September 14,2022
at 7:01 pm as allowed by legislation (S.2475)extending the suspension of certain provisions of
the Massachusetts Open Meeting Law.
Present:Steve Conners (Reenactment Community),Cerise Jalelian (Town Celebrations
Committee Representative),Mona Roy (Community Representative),Jillian Tung (Music &Arts
Representative),Bebe Fallick (Tourism Committee Representative),Barry Cunha (Business
Representative),Suzie Barry (Select Board Member),Julie O’Leary (Civic Representative),
Cerise Jalelian (Town Celebrations Committee Representative),Paul O’Shaughnessy (Historical
Organization Representative)
Guest:Simone Monteleone from Minuteman National Park
The meeting was called to order at 7:01 pm by Ms.Barry.
1.A motion to approve minutes of the 8.17.2022 meeting was made by Mr.Cunha,
seconded by Ms.O’Leary,and approved by roll call vote.
2.Community engagement/Lex 250 kick off meeting is being planned for Wednesday,
October 12,2022 at 10:00 am and 7:00 pm.
a.Ms.Tung,Mr.Cunha,Ms.Roy,Mr.Conners,and Ms.O’Leary volunteered to be
at both sessions.Ms.Fallick can be present at the morning session,and Mr.
O’Shaughnessy can be present at the evening session.
b.The location will be the Cary Library living room.
c.Format:Show video followed by presentations from working groups.Each group
will provide a 2 minute overview/high level summary,then Q and A.
d.The whole event will take 45 minutes -1 hour and will be open to all community
members.
e.Ms.Roy will send invitations to community groups.
f.Ms.Tung and Ms.O’Leary will create a poster for publicity.Mr.Cunha will write
a press release for the news media.Ms.Tung will order buttons for distribution.
Ms.Roy will look into engaging the Fife and Drum Corps.
3.Working Groups update
a.4 groups
i.Publicity:Ms.Conners,Ms.Roy,Ms.Jalelian
ii.Community Engagement:Ms.Fallick,Ms.O’Leary,Ms.Tung
iii.Government/Logistics:Ms.Barry,Mr.Cunha
iv.Fundraising:Mr.Cole,Mr.O’Shaughnessy
b.Each group should meet over the next week and work on:
i.Creating a mission statement (1 or 2 lines)for their group
ii.Articulating 2 or 3 goals for your group
iii.Listing town staff,business groups,other organizations who could be
resources for your group
4.Patriots Day stakeholder meeting
a.Will invite Minuteman,Lions Club,LHS Band,churches,scouting and other
groups involved in Patriots Day activities.
b.September 28,7:00 pm
c.Ms.Barry,Mr.Conners,Mr.Cunha,Ms.Tung will attend as Lex 250
representatives.
5.Discovery Day
a.Saturday,October 8
b.Given the proximity to the Community Engagement meeting,the group decided
that it’s not feasible for us to participate in Discovery Day this year.
6.Funding update
a.Request for ARPA funding did not pass.
b.We will propose funding at Special Town Meeting in the fall.
c.Looking for funding for start-up costs.
d.Will work with Town Counsel to write the motion.
e.We need to create a video to display on the town website.The video is due on
October 6.We may need to connect with town committees for endorsement in
advance of the Town Meeting.The group discussed strategies for approaching the
funding request.
7.Local and State updates
a.Ms.Barry was assigned to the financial working group at the state level.
8.Ms.Monteleone from Minuteman National Park introduced herself and discussed the
Park’s planning to date.
a.Programming will begin in January 2024 and continue until July 2026
b.Battle Road Day during Patriots Day 2025 will be on Saturday,4/19.
9.Upcoming Lex 250 meetings:September 28 at 3:30 pm,October 5 at 3:30 pm,October
19 at 3:30 pm
10.A motion to adjourn the meeting was made by Ms.Barry,seconded by Mr.Cunha,and
approved by roll call vote at 8:25 pm.
