HomeMy WebLinkAbout2023-05-02-NCDTM-minTurning Mill Neighborhood Conservation District (TMNCD) COMMISSION MEETING MINUTES May 2, 2023 Call to Order: A public meeting of the Turning Mill Neighborhood Conservation District Commission was held virtually via Zoom meeting. The meeting convened at 7:00 PM. TMNCD Commission Members in Attendance: Diane Pursley, Tina McBride, Glenn Bartolini, Eric Peterson, Marilyn Fenollosa Absent: Michael Schanbacher AGENDA ITEM #1 Public hearing on the proposed addition at 22 Partridge Road APPLICANT (S) PRESENT: Carl Solander Bridget MacKean Naoki Kawakami ABUTTER(S) PRESENT: Renata Cathou, Bernhardt Trout SUMMARY: The applicant presented drawings and elevations of the proposed addition. Total of 1,090 SF addition, 680 SF increase in footprint. Current total SF of house is 3,485 SF. • Big challenge is to address the wetland buffer, try to raise the house up and capture the natural daylight. • 3 deciduous trees to be removed. Still working on a landscaping plan. Will use native plantings. • Make the entrance more roomy, functional. Consistent roof pitch relative to the main house. • New cladding will be Japanese cedar (vertical grooves like the rest of the neighborhood). Re-siding the entire house and adding insulation. • Replacing all the windows. Keeping all the clerestory windows. • Four foot increase in roof lines • Took careful consideration of minimizing the visual massing of the house, specifically what was visible from the public way. TMNCD COMMENTS: • Consider keeping the panel in the front of the house as a design element since all the original houses in the neighborhood have that panel. • Northside visual can see a lot of the house from the street (public way) • Consider some type of screening for the heat pump for the neighbor’s benefit • Consider permeable paving and/or recycled asphalt • Consider rubber roof (versus asphalt) because the shallow pitch of the roof causes ice dams with asphalt. PUBLIC COMMENTS: • Renata Cathou (23 Partridge Road): Likes the design very much. The original windows are steel framed casement and they get warped over time. Suggested consideration of gutters to manage the run-off. Questioned whether there would be rock blasting. Applicant thinks no since they will not be digging down into the ground. Applicant anticipates one year construction period with a start in the fall 2023. • Bernhardt Trout (20 Partridge Road): Thanked the Commission for their work and their questions of the project. Construction noise and the noise from the condensers were issues to Mr. Trout. RECOMMENDATION/NEXT STEPS: The applicant(s) need to work with the Conservation Commission to address how to build with respect to the wetland buffer. After the design/plans are finalized with Conservation Commission sign-off, they will come back to the TMNCD Commission to get final sign-off. They requested a continuance and will notify the Chair when they are ready to schedule the continued hearing. Motion to adjourn made by Ms. McBride. Seconded by Mr. Peterson 5-0 favor to adjourn Ms. Pursley, Ms. Fenollosa, Mr. Peterson, Ms. McBride, Mr. Bartolini Adjourn.
