Meeting Minutes of November 17, 2021
Special Permit Residential Development (SPRD) Ad-hoc Committee Members present for the Public
Meeting: Jill Hai, Scott Cooper, Heather Hartshorn, Wendy Manz, Richard Perry, Joyce Murphy, Betsey
Weiss, Charles Hornig
Lexington Staff present for the Public Meeting: Carol Kowalski, Assistant Town Manager for
Development; Julie Krakauer, Zoning Administrator
Ms. Hai conducted a roll call to ensure all the members of the SPRD ad-hoc committee and members of
staff present could hear and be heard.

Review of DRAFT Residential Development (RD) By-law
Ms. Hai reviewed material Ms. Loomis had sent; she reviewed that the Planning Board had presented
the Open Space Residential Development bylaw to Town Meeting, which met the state Housing Choice
criteria for requiring only a simple majority vote, but did not pass by a few votes.
Ms. Hai then described the difficulty of advancing the SPRD initiative without a Planning Director, Ms.
Loomis having left Lexington for another position. Ms. Hai noted that the Select Board would close the
Town Meeting warrant in December—the motion won’t be ready. She set forth two paths and time-
lines the SPRD Committee could now follow.
Ms. Manz asked for an update on the Comprehensive Plan. Mr. Hornig outlined the next steps and
sequence for completion and adoption. After considering the ensuing discussion, the Committee
decided not to put its work on hold, but rather, to continue, considering how long the Committee has
already worked, and how much progress has been made.
Ms. Murphy and Mr. Perry recommended bringing a proposal for Fall 2022 or Annual Town Meeting
2023. They noted that the Town is headed toward requiring sustainable, energy-efficient construction
standards for all construction. The Committee agreed to “soldier on” and to prepare a report to the
Planning Board and Select Board in January.

Adjourn
Ms. Hai moved that the SPRD committee adjourn the meeting of November 17, 2021. Mr. Perry
seconded the motion. The SPRD Committee voted in favor of the motion 8-0-0 (Roll Call Cooper- yes,
Hartshorn- yes, Hornig- yes, Murphy- yes, Weiss- yes, Manz- yes, Perry- yes, Hai- yes). MOTION
PASSED UNANIMOUSLY.
