September 29, 2020
Call to Order: A public hearing of the SPRD was held remotely through Zoom. The meeting
convened at 8:03am

Joyce Murphy, Richard Perry; Matthew Daggett

Discussion of inputs and Revised SPRD bylaw

SUMMARY:
Ted Brovitz discussed the types of development and if/how they would relate to Lexington.
MEMBER COMMENTS:
The committee felt that they wanted this bylaw to be user friendly as to not deter contractors
from using these options. There needs to be a scope reduction and more importantly there needs
to be specific developments in Lexington assessed and put into these scenarios. This will help
better understand what it will look like and to see if there is a great change. There was some
discussion on the town stepping up and purchasing land so they can implement these same ideas
and not leaving it to only developers. The members do want specific areas and lots in Lexington
that may be potentially used. There isn't a lot of undeveloped land left so it would be helpful to
have examples of where the lots are. There was some discussion on increasing AMI.
There were concerns about housing policy in general- all involved needs to be on the same page
and agree what the housing policy should be and where these rezoning efforts should be
implemented.
The committee was split in whether or not mixed use was important to be included. Some
thought it was exciting and could be beneficial and others thought the mixed use should be
discussed outside of the committee.

SUMMARY:
The Committee feels like they are not ready to move to the public outreach part of the process.
Not all board members were at this meeting and they have not had a lot of opportunity to look at
this draft by law but agree the sooner the better if the goal is to get to spring town meeting.
They will review draft in more detail, send comments to Ted, and will tentatively reconvene on
October 20, 2020.
