SPECIAL PERMIT RESIDENTIAL DISTRICT MEETING MINUTES LEMNGTON MA
September 15, 2020
Call to Order: A public hearing of the SPRD was held remotely through Zoom. The meeting
convened at 8:03am

Revised SPRD bylaw Draft

SUMMARY:
New draft wants to cover the lift cycle of housing and something that reflects committees'
statements and goals. It is taking three current SPRDs and diversifying the developments. Each
has minimum standards which start with a proof plan.
MEMBER COMMENTS:
The committee generally felt the draft bylaw is complicated, hard to use and will have a hard
time getting through Town Meeting. They felt that checklists, flow chart and images will make
it easier to visualize. The definition of GFA needs to be consistent and the GFA needs to stay in
place- it was adopted because it was easily measurable in an objective way. The committee also
felt that condominiums are no longer part of the vocabulary but they are valuable to the town as
they are protected- cannot be added or torn down. Hopefully these new units will have that in
place as well. The committee was also not in favor of payment in lieu as they have not had good
experiences but is open to discussion if it will be cheaper to build the unit.

SUMMARY:
The committee feels like they are not ready to move to the public outreach part of the process.
Not all board members were at this meeting and they have not had a lot of opportunity to look at
this draft by law but agree the sooner the better if the goal is to get to spring town meeting.
They will review draft in more detail, send comments to Ted, and will tentatively reconvene on
September 291h.
