Hai: Goal: overview of current bylaw, do by law goals today meet our desired goals,
does it help us achieve those goals? If not, how could it do so better?
Review of why committee exists, what Special Permit Residential Developments
(SPRD) are, why it is in our zoning.
Kowalski: Review of zoning. Conventional subdivision, SPRD history and purpose.
Some form of alternative SPRD has existed in Lexington for 40 years. Latest version
of SPRD 2008. Reviewed each of the three types of SPRDs – Site Sensitive, Balanced
Housing and Public Benefit. Examples shown – proof plan (required) and eventual
SPRD plan.
Definition of Affordable – technical calculalation. Different than attainable.
Affordable to whom? Examples of salaries of municipal jobs and costs of housing in
Lexington, as well as salaries required to afford median house price.
Table discussions on values, desires for SPRD. (see handouts and comment slides).
Tables reported out, suggestions were recorded.
Mr Trietsch summarized process and next steps.
