HomeMy WebLinkAbout2019-01-07-SPRD-min OVS MORNING OPS o 4 F$� SIWm c p PUBLIC MEETING NOTICE 3 APRIL 19TH LEXING10� Special Permit Residential Development Committee MINUTES FOR MONDAY, January 7, 2019 Parker Room Lexington Town Office Building 1625 Massachusetts Avenue, Lexington, MA 9:00am Committee Members Present:Jill Hai, Chair;Richard Canale, Planning Board, Scott Cooper; Member; Matthew Daggett, Member;Heather Hartshorn, Member;Joyce Murphy, Member;Richard Perry, Member; Taylor Singh, Member, Betsey Weiss, Member;David Trietsch, consultant/facilitator; Carol Kowalski, Assistant Town Mananger; Wendy Manz, Non-voting Liaison, Capital Expenditures Commmittee Introductions, acknowledgment of Lexmedia taping for later broadcast Minutes of 12/19 were approved Overview and recap of last meeting. Facilitated discussion regarding individual and communal values. These included, but were not limited to creating incentives for building diverse, sustainable, housing; serving work force, all ages and stages of life within community; respecting character of neighborhoods, in manner feasible for builders and beneficial to the community. Further discussion on many different current efforts regarding zoning, including the ongoing Comprehensive Plan Advisory Committee (CPAC)work and the need to coordinate efforts. Ms Hai to send out copy of last Comprehensive Plan, Mr Canale to send out upcoming dates of the CPAC. General agreement that it would be helpful for members to attend, and for the SPRD topic to perhaps be one of the break out sessions at an upcoming CPAC public session. (Ms Kowalski left at 9:30) Key will be broad inclusion of opinion and input beyond those already involved. General discussion regarding conventional vs SPRD: Currently, a key benefit of conventional is predictability of process. Perceived need for incentives to draw away from conventional, but need to create a track with a predictable time frame and process, diminishing perceived subjectivity. Discussion regarding next steps—committee would like to hear from outside experts regarding what other communities are doing on this topic. What is working where? Will also need outside expertise to validate any proposals for fiscal viability. Next meeting to include presentations on options being used elsewhere. ADJOURNMENT: 10:30am
