HomeMy WebLinkAbout2022-11-09-AHTSC-minThe Affordable Housing Trust Study Committee Meeting Minutes of November 9, 2022 Affordable Housing Trust Study Committee members present for the public meeting: Gretchen Reisig, Betsey Weiss, Kathryn Roy, Linda Prosnitz, Carol Marine, Tara Mizrahi, Jeri Foutter Lexington Staff present for the public meeting: Carol Kowalski, Assistant Town Manager for Development Non -voting liaison of the Select Board: Mark Sandeen Ms. Roy conducted a roll call to ensure that all the members of the Affordable Housing Trust Study Committee (ad hoc) and members of staff present could hear and be heard. Ms. Roy chaired the meeting and called the meeting to order at 4:01 pm. The meeting was recorded by LexMedia for future on-demand viewing. Approval of The Affordable Housing Trust Study Committee Minutes of 10/26/2022 The Affordable Housing Trust Study committee reviewed the draft minutes of the meeting held on 10/26/2022. M. Mizrahi moved that the Affordable Housing Trust Study Committee vote to approve the minutes of the meeting held on 10/26/2022, with edits to Ms. Mizhari’s name. Ms. Roy seconded the motion. The Affordable Housing Trust Study Committee voted in favor of the motion 6-0 (Roll Call Vote 6-0) Select Board CPC Application on 11.17.2022 Ms. Roy and Ms. Kowalski will be there to present and to answer questions at this meeting. Other committee members will be there in support. Select Board ARPA Request Meeting on November 28, 2023. Ms. Roy will be attending. Ms. Kowalski will be getting a draft call for candidates for anyone looking to be on the Board. The Select Board can then appoint. She will also work with the Town Manager to put together the MOU draft. Ms. Kowalski will try to make sure the Select Board appoints Board members quickly. The Commit tee had discussions on when the committee was going to be dissolved. Ms. Kowalski will look into the specifics and confirm. There was also discussion o n the next steps of the declarations. Ms. Kowalski share d the language of the by law. Changes were made to item 20, adding “or designee”. Ms. Roy moved that the Affordable Housing Trust Study committe e submit the Declaration of Trust as amended and to be contingent on the two documents having the same text a nd clause. Ms. Marine seconded the motion. The Affordable Housing Trust Study Committee voted in favor of the motion 8-0-0 (Roll Call VOTE, MOTION PASSED UNANIMOUSLY) Follow up on Action Items Mr. Sandeen stated that he has had people contact him to be on the Board. Ms. Roy wanted to see if the Affordable Housing Trust would give long term loans to people that couldn’t afford first and last months’ rent and a deposit. Ms. Foutter verified that the Community Housing Assistance Fund, partnered with Home Start, out of Boston, specifically does that. Ms. Marine asked if Ms. Roy’s intent was to make it a loan, or a loan that is forgiven. Ms. Foutter will send link. Ms. Weiss wanted to make sure the Affordable Housing Stabilization Fund warrant article was discussed. That will be on the warrant for December. Ms. Kowalski confirmed that it has been drafted, and small edits were made. Mr. Sandeen questioned if they were going to have a warrant article that decommissioned the stabilization fund. He suggests there be one warrant article, with motion A and B. Motion A would be to transfer the funds out, and motion B would be the decommission after the funds are transferred out. Ms. Kowalski makes the edits and confirms they will want it to be on a future Select Board agenda. Mr. Sandeen confirms this is the right time, since the warrant has not been opened, and to let Kelly Axtel, Deputy Town Manager, know it is being worked on. Next meeting is moved to November 16, 2022. Adjourn Ms. Mizrahi moved that the Affordable Housing Trust Study Committee adjourn the meeting. Motion was seconded by Ms. Roy. Meeting adjourned at 5:51pm.
