HomeMy WebLinkAbout2023-03-22-PB-min Lexington Planning Board Meeting Minutes March 22, 2023 Page 1 of 2 Minutes of the Lexington Planning Board Held on Wednesday, March 22, 2023 Parker Room, Town Office Building, 1625 Massachusetts Ave. Lexington Meeting at 6:30 pm Planning Board members present: Robert Peters, Chair; Michael Schanbacher, Vice-Chair; Melanie Thompson, Clerk; Robert Creech, and Charles Hornig. Also, present were Carol Kowalski, Assistant Town Manager for Development; Abby McCabe, Planning Director; Sheila Page, Assistant Planning Director. Robert Peters, Chair of the Planning Board, called to order the meeting of the Lexington Planning Board on Wednesday, March 22, 2023, at 6:31 pm in the Parker Room, Town Office Building, 1625 Massachusetts Avenue. Lex Media is filming this meeting and will record it for future viewing. Mr. Peters, with the Planning Board, reviewed the moderator’s script regarding the process of the presentations and motions. Ms. McCabe said that there is an updated Article 40 motion posted on the Town Meeting webpage. One member said that motion is better but does not interact well with non-conforming structures. Mr. Daggett is invited to the March 29 meeting. The Board briefly discussed Article 12(b) - Transportation Management Overlay District (TMOD) Permit & Progress Tracking which is part of implementing the TMOD Plan update. Mr. Schanbacher moved that the Planning Board support Article 12(b) Transportation Management Overlay District (TMOD) Permit & Progress Tracking. Ms. Thompson seconded the motion. The Planning Board voted in favor of the motion 5—0. The Board briefly discussed Article 12(d) - Bedford St. and Hartwell Ave. Long-Range Transportation Improvements. Mr. Schanbacher moved that the Planning Board support Article 12(d) Bedford St. and Hartwell Ave. Long-Range Transportation Improvements. Ms. Thompson seconded the motion. The Planning Board voted in favor of the motion 5--0 The Board briefly discussed Article 12(m) - New Sidewalk Installations which is for the new Cedar Street sidewalk. Mr. Schanbacher moved that the Planning Board support Article 12(m) for the new Cedar Street sidewalk. Ms. Thompson seconded the motion. The Planning Board voted in favor of the motion 5--0 Lexington Planning Board Meeting Minutes March 22, 2023 Page 2 of 2 The Board briefly discussed Article 7 – Appropriate to the Affordable Housing Trust. It was explained that the affordable housing payment from the Brookhaven project will be directly funneled into the trust rather than going into the Affordable Housing Capital Stabilization Fund. Mr. Schanbacher moved that the Planning Board support Article 7. Ms. Thompson seconded the motion. The Planning Board voted in favor of the motion 5--0 The Board briefly discussed Article 10(o) – Affordable Housing Trust Funding – to appropriate $1,500,000 from the Community Preservation Fund. Mr. Schanbacher moved that the Planning Board support Article 10(o). Ms. Thompson seconded the motion. The Planning Board voted in favor of the motion 5--0 Mr. Peters said that he will let moderator know that the Planning Board will take positions these articles. Ms. McCabe said Mark Fougere, the housing consultant, said that 15% affordable units for the multi-family and village overlay districts is economically feasible. The final report will be ready next week. Upcoming meetings: March 29, 6:00 pm in the Parker Room Mr. Peters reminded the Board about the upcoming meetings on April 3, April 10 and possibly April 4. Adjourn Mr. Schanbacher moved that the Planning Board adjourn the meeting of March 22, 2023. Ms. Thompson seconded the motion. The Planning Board voted in favor of the motion 5-0-0 Meeting adjourned at 6:55 p.m. Lex Media recorded the meeting. No documents were used at this meeting.
