In brief, the RFP seeks a partner that will cause to be completed the final phase of the athletic complex development (seating, PA system, field building, tennis courts) in exchange for a 10 -year lease (with two 5 -year lease extension options) for use of the facility exclusive of MMHS activities. The complete RFP is appended at the end of this memo. The Recreation Committee urges the Town to undertake all due diligence to evaluate this RFP and to pursue the submission of a bid to enter this partnership ivith MMHS if at all feasible 1625 MASSACHUSETTS AVENUE • LEXINGTON, MASSACHUSETTS 02420 The Comprehensive Study of Athletic & Outdoor Recreation Facilities (2021-22)*, which itself was born out of the uncertainty regarding the demand for field space that arose during prior Town discussions of an athletic facilities partnership with MMHS, has documented that at baseline Lexington operates at a substantial deficit in available athletic field hours relative to user demand. At the recent Select Board Summit meeting, the anticipated closure of Center Recreation Complex south of the track for a construction lay down area during a high school building project (hatched area in photo) was described. As a result of such a closure, the Town will lose its only varsity baseball field, only varsity softball field, only football field, only junior varsity baseball field, the Fitzgerald little league field, and the Worthen Road field. In addition to the obvious and direct impact on baseball, softball, and football, the closure of these fields will also result in the loss of approximately 20% of all available rectangle athletic field hours in Town. Given the aforementioned baseline field deficit in Lexington, there is quite simply no capacity to absorb these closures, and they will have a profound negative impact on the operations of all current field users in Lexington. The potential benefits of a partnership with MMHS to lease their athletics facility are many and address not only the acute impact of the LHS building project but also some other simmering recreation issues including: • a tenable solution to the closure of the varsity baseball field; • a tenable solution to the closure of the varsity softball field; • a tenable solution to the closure of the football field; • a mitigation of the closure of approximately 20% of athletic field hours; • a potential mitigation of deficiency in opportunities for pickleball; • a potential reduction in the impact of pickleball on abutting neighbors; • a potential reduction in the impact of athletic lighting on abutting neighbors; • a potential source of revenue to replace $100K estimated Recreation EF losses during closure; • and a potential long-term mitigation of the baseline field availability deficiency in Lexington. Title Completion of the Athletic Complex and Field House on land owned by Minuteman Regional Vocational Technical School District, located at 758 Marrett Road, Lexington, MA. 02421. The initiative is referred to as Phase 2 Minuteman Athletic Complex Development. 2. Purpose of the RFP Minuteman Regional Vocational Technical School District (Awarding Authority) is seeking proposals from qualified firms that will be willing to complete the construction of the athletic complex in exchange for a ten (10) year non-exclusive lease of said facilities with two (2) options for five (5) -year extensions of the lease. It is also understood that the Awarding Authority's needs of the facilities take priority and only thereafter will the successful bidder be able to utilize the facilities. The next phase of the construction project includes stadium seating, a field house, a public address sound system, and six tennis courts. This part of the project has already been approved and plans are available. Successful bidders will need to secure construction permits from the towns of Lexington and Lincoln since the project encompasses land situated in both towns. 3. Background Established in the 1970s, the Minuteman Regional Vocational Technical School District is an award- winning public high school located in the heart of Lexington, Massachusetts, just west of Boston, in a district that is steeped in Revolutionary War history. The school sits on a 66 -acre campus just west of Route 128 / I-95 at the intersection of Massachusetts Avenue and Marrett Road (Route 2A). As a regional vocational -technical high school, Minuteman serves students from a select group of member towns' and from a host of non-member cities and towns in Eastern Massachusetts. The Minuteman School District owns 66 acres of land on the high school campus in Lexington. This highly coveted property is close to I-95, which is home to several technology and biotech companies, as well as a variety of other industries. Minuteman is a four-year public high school accredited by the New England Association of Schools and Colleges (NEASC). It offers a wide range of state -approved career and technical education programs and rigorous academic offerings. Minuteman programs operate under the auspices of the Massachusetts Department of Elementary and Secondary Education (MA DESE) and Massachusetts General Laws Chapter 74. Over the years, Minuteman has distinguished itself by building a reputation for excellence. Its students consistently excel on the larger stage and have won numerous awards at state and national competitions. In 2018, Minuteman was recognized as a "National Blue Ribbon School," one of only three vocational schools in the country to earn that distinction. In addition to its primary curricular offerings, the District and the High School maintain a number of partnerships with other educational institutions, such as UMass- Lowell, Middlesex Community College, and private businesses. In late 2016, voters in the Minuteman School District overwhelmingly approved funding for a brand-new school to replace the one built more than 45 years ago. With financial assistance from the Massachusetts School Building Authority (MSBA), the new $144.9 million -dollar school opened in 2019. This RFP does not involve the current MSBA-approved construction project in any way. Under special legislation, H.4503 passed by the Massachusetts legislature in June of 2018 and subsequently signed by the Governor in July of 2018, Minuteman received the legal authorization to develop the remaining unused land for other purposes, as long as those purposes are supportive to the operation of a high school and compatible with Minuteman's mission. I As of July 1, 2022, the District includes nine member towns: Acton, Arlington, Bolton, Concord, Dover, Lancaster, Lexington, Needham, and Stow. 4. Site Description A. Location: The Athletic Complex is located at 758 Marrett Road (Route 2A) in Lexington, Massachusetts. The existing Athletic Fields are situated about 600 ft. south of Route 2A; separated by wooded land. The town boundary of Lincoln/Lexington runs through the Athletic Complex site. Approximately the eastern two-thirds of the site is located in Lexington, and the western third is in Lincoln. Two driveways allow access to the school site from Route 2A and are located near the northwestern and northeastern corners of the site. This next phase will complete the Athletic Field Complex, which started in 2021. Presently, there are three multi-purpose synthetic fields; the first is the main field which has a full-size field which had can be used for football, soccer, field hockey, and lacrosse, the next field has a full-size baseball diamond, as well as a full-size football/soccer field, and the last field has a full-size softball diamond and a half -sized football/soccer field. There is an 8 -lane "rubberized" track which encircles the main field, as well a as pole vault pit, high jump area, long jump pit, and discus cage. B. Size: The Athletic Complex and Field House project consists of roughly 16 acres of fields and courts within the larger Minuteman School property. C. Schematics & Maps: Site plans for the proposed Complex are included in Appendix A. D. Description of Bleachers, Field House, etc.: The Proposed bleachers, tennis courts, and field house at Minuteman RVTHS is the final phase of the now three -year-long construction project for the new Minuteman Regional Vocational Technical High School. Proposed work includes the construction of new 1,200+ seat bleachers with press box and accessible lift, and public address sound system. The Complex will also include amenities for spectators and players, such as a 5,700 -square -foot field house building. The field house building will provide space for required restroom facilities, as well as team rooms, concessions, maintenance storage, and utility rooms. The building will be a heated, single - story masonry construction building with a low slope pitched roof. Sewer, gas, and water services will be provided by tapping into the existing services under the southern loop road on site to remain. In addition, south of the track and field venue, the school is proposing to build six lighted post - tensioned concrete tennis courts. EXPECTATIONS RELATED TO THE USE OF THE FACILITY 4 A. Scheduling needs: A primary use of the facility must be in support of the Minuteman Regional High School interscholastic athletic programs and physical education curriculum, as well as Minuteman RVTHS member towns and partners. The use must not interfere with the educational/extra-curricular programs of the school district. B. Density of Use: The facility will be able to conduct competitive events on the four (4) multipurpose athletic venues at any time for typical youth, high school, and adult events. Use of all four venues simultaneously may be limited on occasions where major events are hosted, requiring maximum access to parking, concession areas, and traffic considerations. Decisions regarding limitations of use will be determined by the Minuteman RVTHSD. C. Expectations for Parking/Future Recreational Use: The District may be issuing an RFP for potential further development on the southwest end of the campus targeted to attract campus -centric entities in the areas of workforce development, secondary educational institutions, and/or fitness and wellness facilities. Potential development partnerships in this phase may require shared resources of parking and facilities to maximize owner value. GUIDING PRINCIPLES & GOALS Through the development and operation of the Complex, Minuteman is seeking to achieve the following goals: A. Provide athletic facilities on the Minuteman campus that are: 1. Compatible with Minuteman's mission. 2. Supportive to the operation of a high school; and 3. Revenue -generating or otherwise self-sustaining. B. Provide state-of-the-art athletic facilities that can support a range of activities that align with the needs of the Minuteman School District community, its partners, and local athletic organizations/events. C. Engage diverse populations, with an emphasis on disadvantaged youth, a mix of gender participation, and a balance between community/public access and student use. D. Maintain the facility at an exceptional level. E. Operate without any subsidy from the Minuteman Regional School District. F. Are sustainable, fiscally responsible, and operationally transparent. G. Maintain Americans with Disabilities Act (ADA) compliance. ADMINISTRATIVE INFORMATION Background on RFP The competitive method used for this procurement of services is a Request for Proposal (RFP) as outlined in M.G.L. Chapter 30B. Section 16 Real Property: Acquisitions and Disposal. A proposal submitted in response will be reviewed for compliance with the RFP's stated qualifications and services. Every proposal must establish, in writing, the bidder's ability to perform the RFP's requirements. Every proposal will be scored based on the criteria described in Section VII, Evaluation Criteria. Questions about RFP Questions requiring consideration shall be answered in an addendum delivered to all Bidders in attendance at the required pre-bid conference. This list of questions and answers will be distributed no later than February 2, 2023. Cancellation of RFP The Awarding Authority reserves the right to do any of the following: cancel this RFP, modify this RFP as needed or reject any and all proposals received in response to this RFP. Terms of the Contract The contract will be effective for ten (10) years with an option to renew for up to two (2) additional five (5) year extensions, subject to certain terms and conditions including without limitation no subletting. All scheduling for the use of the facilities is to be completed in collaboration with Minuteman. RFP in Final Contract At the Awarding Authority's discretion, the content of this RFP will be incorporated into the final contract. Verbal Communication Any verbal communication from an Awarding Authority employee concerning this RFP is not binding on the Awarding Authority, and shall in no way alter a specification, term, or condition of the RFP. Bidder's Cost The cost of developing a proposal is each bidder's responsibility and cannot be charged to the Awarding Authority. Addendum If it is necessary to amend this RFP, the Awarding Authority will mail or e-mail a written addendum to all parties in receipt of the RFP. Any Addendums will also be posted on the District's website. The Awarding Authority is to mail any addenda on or before February 2, 2023, to all persons on file who have requested the RFP documents. Proposal Submission Date Each bidder is solely responsible for the delivery of a proposal to the Awarding Authority. The Awarding Authority will not accept late proposals. Methods to Deliver Proposals A bidder may deliver a proposal by mail, in person, or by messenger service. If a bidder chooses either of the last two methods, delivery must be made during normal business hours. Withdrawal Notification A bidder may, by letter to the Contact Person, withdraw or modify a submitted proposal prior to the proposal submission date. Standard Documents Bidders are required to complete all documents and answer all the questions in the RFP. Incomplete 11 proposals will be considered non-responsive and will be rejected. The district reserves the right to allow bidders to correct minor informalities. Proposals On the proposal submission date, all proposals and related material submitted in response to this RFP become the property of the Awarding Authority and a public record. Immaterial Defect The Awarding Authority may waive any immaterial defect or deviation contained in a bidder's proposal. The Awarding Authority waiver shall in no way modify the RFP or excuse the successful bidder from full compliance. Sub -Contractors If a bidder intends to use subcontractors to conduct any of the work described in the proposal, the bidder must identify the subcontractors in its proposal. The bidder must provide a summary of each subcontractor's qualifications, experience, and duties that would be performed under Section V, Work Statement. Drug -Free Workplace By signing the final contract, the successful bidder certifies compliance with a drug-free workplace. Americans with Disabilities Act By signing the final contract, the successful bidder certifies compliance with the Americans with Disabilities Act (ADA) of 1990, (42 U.S.C. 12101 et seq.) which prohibits discrimination on the basis of disability, as well as all applicable regulations and guidelines issued pursuant to the ADA. Conflicts of Interest The Awarding Authority prohibits any activity that would constitute a violation of the conflict of interest law (M.G.L. c.268A). Award of Contract The Awarding Authority will award the contract for this RFP to the successful bidder on or before: February 14, 2023. The successful bidder will be determined by a selection committee based on bidder qualifications, the quality of the program proposal, the cost of the program to participants, and the amount of revenue the Awarding Authority will receive. No contract hereunder shall be valid unless the successful bidder files a disclosure of beneficial interests (M.G.L. c.7C, §38) on a form published by the Division of Capital Asset Management and Maintenance (DCAMM), No Contract Until Signed and Approved No agreement between the Awarding Authority and the successful bidder is in effect until a contract has been approved by Minuteman Regional Vocational Technical School's School Committee and signed by the successful bidder and the Awarding Authority. Site Visit A walk-through of the area will be held on Tuesday, January 24, 2023, at 9:00 a.m. at 758 Marrett Road, Lexington, MA. 02421. It is highly recommended that all prospective bidders or their designated representatives attend this meeting. Regardless of whether a respondent participates in this site visit, submission of a proposal will constitute an acknowledgment that the respondent is aware of existing conditions at the property. SUBMISSION EVALUATION AND SELECTION PROCESS Instructions for Submitting Proposals Proposals should be submitted in a sealed envelope containing seven (7) copies; one (1) signed original, five (5) copies, and one (1) electronic version on a USB flash drive. All proposals may be subject to public inspection under Massachusetts law. All submissions must be received no later than 10:00 a.m. on Tuesday, February 7, 2023. The sealed envelope should be mailed, or hand delivered during normal business hours (7:00 am to 3:00 pm; Monday through Friday) to: Minuteman Regional Vocational Technical School District c/o Richard J. Ikonen 758 Marrett Road Lexington, MA 02421 To avoid premature opening, Proposers shall label the exterior package or envelope: BID# 23-02 Phase 2 Minuteman Athletic Complex Development. The Awarding Authority intends to review each proposal based on the comparative evaluation and selection criteria set forth herein before considering costs. Therefore, all reference to cost must be contained in a separate sealed package marked "Cost Proposal" together with Attachment `A" — Lease/Purchase Proposal Form. Any reference in the evaluation document to the cost or Fnancing of this project will be grounds for excluding the proposal from further consideration. Proposals will be publicly opened at the above time, with the name of each Proposer recorded. The evaluation and cost portion of the proposals will remain confidential until a formal and finalized contract has been executed. The Awarding Authority reserves the right to accept or reject any and all proposals, whichever is deemed to be in the best interest of the Awarding Authority. Proposers may correct, modify or withdraw a proposal by written notice received by the Awarding Authority prior to the time and date set as the deadline for submission. Proposals received after the time fixed for receiving them shall not be considered and will be returned unopened. Response Submission Requirements Minimum Evaluation Criteria Responses that do not meet the Minimum Evaluation Criteria will be excluded from further consideration. The Proposer must include the following information and attachments clearly identified and indexed: Construction Costs Proposal Form, (Attachment "A" hereto) in a sealed package; Tax Compliance Certification, (Attachment `B" (corporate or other legal entity)) hereto. • An executed Certificate of Non -Collusion, (Attachment "C" hereto); Insurance Certificate, (Attachments "D" hereto); • Similar Contracts, (Attachment `B" hereto; • Litigation History, (Attachment "F" hereto); • Financial Statements, (Attachment "G" hereto). Comparative Evaluation Criteria Each proposal that meets the Minimum Evaluation Criteria will be further evaluated based on the Comparative Evaluation Criteria outlined below. Proposers are advised to consider these Comparative Evaluation Criteria when preparing their submission and submit sufficient information under each category to permit the Awarding Authority to fairly and responsibly rate the proposals. • Experience with the development of properties • Financial capacity to complete the project • Project Budget • Likelihood of completing the project on schedule and in a timely manner • Compliance with the Lease The above comparative criteria will be evaluated by use of four rating categories as set forth by M.G.L. Chapter 30B, Highly Advantageous, Advantageous, Not Advantageous, and Not Acceptable, and further described in this RFP. The Awarding Authority reserves the right to conduct interviews with one or more respondents in order to assist in the decision-making process. The proposal narrative must contain the following information in a concise and clear manner: A. Cover Letter At a minimum, the cover letter should include the RFP title, the organization's name and submission date, contact information, and the reason for the applicant's interest in the Minuteman Athletic Complex. B. Team Identification Experience and Background: Describe the experience and capabilities of all key members of the organization's team and each person's role in the project. If there are multiple organizations involved in the response, this section should clearly identify the role of each organization and its respective key staff. 0 (Resumes of key staff should be attached.) C. Statement of Qualifications: Background Information: Provide a description of the organization, including organizational structure and identification of principal staff and governing board members. Financial Capability: Provide a description of the organization's financial capability. Please provide a plan demonstrating how the organization will obtain, or has access to, sufficient funds for the development of the Complex. Proposals should also address the furnishing of applicable amenities and equipment. (Attach a letter from an independent auditor stating that the organization has the ability to finance the proposal and that there are no ongoing concerns) Agreement to Terms of Lease: Minuteman intends to provide a long-term ground lease of up to 10 years with two (2) consecutive options for five (5) year extensions for completing the Complex. Proposals must include in the financial proposal the terms of the lease agreement and any potential future lease options. Any lease proposal must include adequate clauses for review and renewal of the lease agreement at stated intervals. Project Experience/Development: Provide a description of the organization's experience in developing athletic complexes/ or other properties. This description should clearly describe the financial structure, size, and location of any referenced sports -related complexes or other properties. The proposal shall also reference any experience the organization has working with public or private organizations, schools, or governmental agencies. The organization must provide sufficient development experience. Concept Statement/Project Budget Pre -Construction Budget: Provide a plan for advancing the construction of the project, including incorporating modifications to the existing layout, construction staging, and other related considerations. Construction Budget: Provide a project budget demonstrating funds and funding sources for initial design and construction costs, and annual operating costs. The project budget must include cost and revenue projections for soft and hard costs to construct the Complex. References Five professional references from five different jobs, including reference's name/title, organizational affiliation, address, telephone number, email address, name/nature of the related project, and reference's role in that project. Proposal Evaluation Criteria Proposals will be reviewed by the Awarding Authority which will do a comparative review of each of the proposals based on the submission criteria identified in the RFP and select the most advantageous proposal from a responsive and responsible proposer, taking into consideration price and all other evaluation criteria set forth in the solicitation. The Awarding Authority reserves the right to accept or reject any proposals, whichever it deems to be in the best interest of the Awarding Authority. CONDITIONS OF LEASE 10 The Awarding Authority will negotiate a Lease Agreement with the selected Proposer specifying all lease conditions. These conditions may include, but shall not be limited to: Conditions and restrictions as specified by the Awarding Authority in this RFP and/or specified in the response and agreed to by the Proposer and the Awarding Authority, provided that in the event of conflict between the RFP and a proposal this RFP shall control, and/or such other terms as are not inconsistent with this RFP. A mutually agreeable schedule for (a) completion of the construction work, (b) submission of evidence satisfactory to the Awarding Authority that the Proposer will secure the financing necessary to proceed with and complete the project, (c) start and completion of work. He spent three years in the United States Army (E-5) and was stationed in Indiana, Seoul Korea, and Augusta Georgia. He started working with his father William E. Maloney and was later the owner and Treasurer of Arlex Oil Corporation of Lexington, C&W Transportation of Lexington and Interstate Gas and Oil Corporation of Sudbury. He was very active in Rotary International. As President of the Lexington Rotary Club 1975-1976, as District Governor (1980-1981) of district 7930. Jack was a multiple Paul Harris Fellow of Rotary International. He belonged to the Lexington Chamber of Commerce. He was also a Town Meeting member for many years and was appointed to many committees in Lexington. Jack was the former President and Chairman on the board of Depositors Trust Company in Medford and Lexington. Jack was also a major stockholder of Patriot Community Bank in Woburn. Jack was also the recipient of the Lexington Lion's Club White Tricorne Hat in 2003 for his outstanding contributions to the Town of Lexington. He also served on the Boards of North Cambridge Catholic in North Cambridge as well as Cristo Rey High School. For many years he served on the board of the Josiah Willard Hayden Recreation Center in Lexington, serving as Treasurer for 10 plus years. Jack was a very private person and never liked the spotlight to be directed at him. All the while he was the epitome of philanthropic, making donations and contributions to numerous organizations, charities and persons, in the background, unbeknownst to the public. At this time Jack knew I was a collector I collect mostly Lexington memorabilia. During the evening he came up to me and said follow me we went to the back of the house downstairs into his garage . He took a very very old wooden box off the shelf put it on the floor, opened it, and I saw six large light green bottles with glass tops. He handed me one. As I looked at the bottle I read the embossed letters that said Lexington Springs Lexington Massachusetts I knew they were old, early 1800s, I told him they were awesome, he said to me they belong to his dad. He said his dad loved these bottles I said I know they probably won't be for sale but if you ever do please consider me. They were beautiful. A few years later at a rotary meeting I'm sitting with Jack and the subject of collecting came up. Jack spoke up and said Charlie knows about collecting I was asked what I collected, I said things I like but mostly Lexington memorabilia then I was asked is there anything out there that I would like to buy but can't I said a few things but mostly I said water bottles, that's when I heard Jack laugh he said I can't believe you remember those, I said down the stairs right hand wall third shelf he laughed again and said you do have a good memory that was quite a while ago. That following Wednesday Jack came to my place of business. I welcome him and asked„ what can I do for you, he said if you have a minute I'd like to talk to you I said I do I just finished a client, we went outside walked to his car he open the trunk and there was the old wooden box. I couldn't believe it I said you are really going to sell them to me„ he said no they're a gift. I said wow please let me pay you for them . No, I want you to have them he said I know you'll take care of them. I said are you sure, he said yes. I could not thank him enough. We were kind of trying to figure out the cash flow as we got up to speed. I was panicking and didn't know what to do, and definately didn't want to call my father to tell him we were out of money. I was at Jack & Kathy's home one evening and I admired a painting hanging on their wall. It was an original watercolor painting by an elite artist from Gloucester. The painting had been in a fundraising auction and Jack was the highest bidder paying several thousand dollars. The painting reminded me of my dad's fishing boat docked in Gloucester harbor. Jack took it off the wall and said, "Nancy, I want you to have it". The more I objected, the more he insisted. I will always treasure that painting. Jack's passing has left us with a deep sadness. No words can describe the void that will be felt and sadness beyond measure for his family and many many friends. Jack was a lot fun to be with and no he did not snore. Jack wanted to rent a car and I thought he was crazy to want to drive but he was fearless. We got this rental and away we went and then one of the wheels fell off the car and luckily we were not hurt and that was the end of the rental. Mostly every night we had our outdoor seat on the Via Veneto and our cocktails were always waiting for from our special waiter. The hotel we picked was the Boston Hotel made us feel right at home. Then one late night after going out to eat with our fellow Rotarians Jack said Wayne it is to earlier to go back to the Hotel so let go to the bar behind the Hotel, so off we went to the American Piano Bar, can you believe the name of the bar you just could not make this up. So we venture in and sit at the bar and the place is empty at least we thought it was. We were maybe halfway through our drinks when out nowhere come to lovely women who approached us. I looked at Jack and whispered I think we are going to have a probable if we do not get out of here fast. The women had no intention of leaving us alone, so quick thinking Jack put his arm around me and said to the ladies we are a very happy couple, then the ladies were yelling at us and we got up ran out of the bar as fast as we could back our hotel across from the bar. I was very young when I joined Rotary and Jack was very helpful introducing me to Rotary and it members and I will never forget his warmth and kindness. Old Business: o Response to Committee memo regarding Minuteman Technical High School from Town Manager, Jim Malloy: Please feel free to forward this email to the Recreation Committee in response to the memo. We obviously do not have the time to have a discussion and submit a bid for the RFP, neither do we have funding to respond to an RFP. There is a question of whether the Town could respond to such an RFP under MGL Ch. 308, the Town would more likely need to issue our own RFP (perhaps other organizations/municipalities have fields they would enter into an MOU/IMA for the Town that would be more advantageous than entering into an arrangement with just Minuteman without going through a competitive process (we can through IMA's). Very likely we can begin discussions of what are the Town's best options for when the fields at the Center Recreation Area/High School are taken offline after Town Meeting concludes and there is organizational capacity to start those discussions up again (whether with Minuteman, or if we move on town facilities and fields or work with other municipalities around Lexington). My recollection of our discussions with Minuteman and why it didn't work out was that they wanted us to essentially pay an equal share, but then have secondary use of the fields behind the Minuteman athletics program (plus the cost for amenities the Town did not need). It will be interesting to see whether Minuteman receives any bids and from whom. Please let me know if you have any questions about this, I don't believe this is something that can be undertaken while Town Meeting is ongoing. A formal job offer was made to a candidate in early February and the individual accepted a job offer with another municipality. The position will remain open until filled. Therapeutic Recreation: • Winter Inclusion o Requests: 37 o Unique Participants: 26 o Unique Programs: 12 • Adaptive basketball has been underway with 16 participants ranging from ages 5 —13 • 7 inclusion aides and 2 volunteers supporting Therapeutic Recreation services and programs • Tia Zanardi, a senior at Regis College has begun her 14 week, 560 hour Therapeutic Recreation internship. Tia is assisting with intake assessments, inclusion planning, direct service and other tasks that will help her advance her education. • February is National Therapeutic Recreation Month! Our TR intern, Tia, has created a video highlighting Therapeutic Recreation in Lexington — TR VIDEO • Kate DeAngelis, CTRS completed a course through the National Inclusion Project and now holds the Inclusive Recreation Specialist certification • Kate DeAngelis, CTRS sat on a panel at Tufts University. The students are in a course identifying the positive effects summer camp has on youth development. Programs • Staff are preparing for the spring/summer program registration to begin for Lexington residents on Tuesday, March 14th. The registration for all spring programs, summer camps and clinics, and aquatics memberships will begin on this date (swim lesson registration will begin at a later date). The brochure is currently at the printer and should be posted on the website by early March. • To date, there have been three cancellations for the ski/snowboard programs at Nashoba Valley. The final session is now scheduled to take place on Friday, March 3rd • The new winch has been installed on the volleyball net at the Estabrook School and participants have been pleased with the improved playing conditions. The equipment is owned by the School Department and Recreation has shared use. Recreation Enterprise funded the repair and equipment. • Programs that are scheduled to be reintroduced this spring are the youth track clinic and the Lex Get Fit! fitness program for adults. Budget & Capital • ATM — consent agenda may include (3) Recreation Enterprise Fund retained earnings requests. • Town Meeting Prep — staff are working with Committee members on preparing the presentation slides and speeches for the 2023 Annual Town Meeting this spring. If a Committee member would like to assist, please contact Melissa Battite or Peter Coleman. • Hard Court Reconstruction Project bid results — the bid opening was held on Thursday, February 2" and the low bidder came in within the project budget. This item will be discussed in more depth at the February 15th Recreation Committee meeting. Projects • Lincoln Park Master Plan — there have been two meetings with stakeholders to date and a community meeting will take place on Thursday, February 16th at 6:30pm via Zoom. • Center Restrooms/DPW Maintenance Building — the sub bid opening was held on Thursday, February 2nd and the general bid opening will be on Thursday, February 16tH • Town Pool Water Heater Replacement — it is anticipated that this project will be completed in Fall 2023. • Old Reservoir Bathhouse — the project will go out to bid this winter and it is anticipated that the new bathhouse will be installed in Fall 2023. Parks, Fields, & Playgrounds • The Sports Advisory Council met recently on Tuesday, February 7th, the agenda included discussions on spring permits as well as the Capital projects coming forward at Annual Town Meeting, specific to the Lincoln Park Field Improvements. Storage at the Center Recreation Complex was also discussed and that in the coming month(s) a plan to address the 5 storage containers prior to the Restroom/Maintenance Building and Court Reconstruction projects commence. • Parks o Kinneens Park: ■ The final design for the playground replacement will be presented and voted on at the Februay 15th Recreation Committee meeting. • Athletic Fields o There continues to be instances of people shoveling snow off of the synthetic fields. Staff continue to work with field permit holders to inform participants that this is prohibited. o The master field schedule for the spring season is in process and it is anticipated to be finalized by the end of February. • Hard Court Surfaces: o With the Gallagher/Farias Courts project moving forward this summer. the following adjustments have been made due to the reduced number of playable courts: ■ Resident Tennis/Pickleball Memberships will be offered by the season in 2023. The spring season will run from April 1St -June 30tH ■ The Battle Green Tennis League will be offering a modified season (April 17th_ June 22nd) for Lexington residents this year. The department's summer tennis programs will move to alternate locations with the youth tennis lessons and clinic taking place at the Clarke Courts and adaptive tennis being held at the Adams Courts.
