welcomed all to 17 Jan meeting pursuant to MA Open Meeting Law  Chairman Eliot mentioned FAA Notice to Air Missions (NOTAM) system outage on January 11 o Amber Goodspeed noted Hanscom Field not impacted significantly  Minutes: The December 2022 Meeting Minutes were reviewed for approval  The December 2022 Meeting Minutes were approved unanimously with the following amendment: o Margaret Coppe’s name should not have been listed as an attendee and will be removed  Cargo or Scheduled Commercial Passenger Services  Chairman Eliot asked Massport the two questions about Cargo and Scheduled Commercial Passenger Services o Amber Goodspeed responded Massport has not been approached by heavy cargo or commercial scheduled passenger service  Monthly Noise Reports: Amber Goodspeed presented the December Reports and noted that: In December 2022 as compared to December 2021:  7am - 11pm operations decreased 7.3% in December 2022  Singles (including touch and goes) decreased 9.5% in December 2022  Turbo activity decreased 3.4% in December 2022  Jet operations decreased 7.7% in December 2022  Helicopter activity decreased 7.0% in December 2022  Night Operations (11pm-7am) increased from 171 in December 2021 to 198 in December 2022, a 15.8 % increase  Calendar year operation totals decreased 5.0% when compared to 2019 pre-pandemic levels  Capital Programs and Third Party Development Reports: Amber Goodspeed presented the Capital Programs and Third Party Development reports and noted that:  Construction ongoing for Atlantic Aviation and Signature Flight Support building; no update  Both North Airfield Ventures, LLC (NAV) and Runway Reality Ventures, LLC (RRV) anticipate filing Environmental Notification Form (ENF) with Massachusetts Environmental Policy Act (MEPA) office on 17 Jan o ENF will be posted on MEPA’s Environmental Monitor webpage 25 Jan; will be 20-day public comment period o A public scoping meeting will be held; date will be posted on the MEPA Environmental Monitor website o MEPA uses comments to determine key issues and scope of permitting; Massport encourages public comments o NAV development is on Massport property in the North Airfield of Hanscom Field, while the RRV parcel is on private property in the Town of Bedford; both properties using same developer and also filing together to MEPA  Runway Reality Ventures, LLC (RRV) and Massport proposed land swap adjacent to TWY R, to ensure protection of the FAA required Taxiway Object Free Area and future build out of a vehicle service road o Land swap is for area of land that encompasses a corner of the old Navy hangar and access to hangar doors o The land swap process is heavily regulated and must be approved by the FAA  Amy McCoy asked if the through the fence agreement was currently being evaluated by the FAA  Jennifer Boles asked for clarification on information presented at the 20 Oct 2022 Massport Board Meeting o Taxiway Romeo is a FAA airplane design group III taxiway; Massport rehabilitated the taxiway in 2021 o All capital projects are previewed at HFAC and are permitted individually, if required o Difference in appraisal amounts between parcels included in land swap is $930,000.00; RRV will pay this amount towards construction improvements of portion of vehicle service road on periphery of Hanscom Field  Patty Dahlgren queried about truck haul route; anticipate a 12-18 month permitting process o After permitting process, design will advance including discussion of haul routes  Chairman Eliot asked for ESPR update on submitted questions/comments and lead & water sampling study request  Massport advertising bid for Runway 05/23 Phase 1 construction on February 15 on Bid Express website o Project estimated to begin 01 June and take approximately 35 days; will repave portion south of Runway 11/29  Truck haul route will utilize Route 128 to Route 2A to Old Bedford Road  Agenda Items: Topics discussed on published agenda:  Mike Vatalaro indicated there is an upcoming meeting with the new Community Engagement Officer for the New England Region and Massport  Chairman Eliot asked about process to attend the Massport Board Meeting; o Amber Goodspeed stated meetings are open to the public, posted website link  Citizen Comments: Citizens commented on and/or asked about the following topics  Jennifer Boles stated that the FAA representative at the Flight Standards District Offices (FSDO) was incorrect in their assumption that the HFAC was at the Massport Board Meeting when the Land Swap was presented  Other Business: The date for the next HFAC meeting will be at 7:00 p.m. on February 21, 2023 via Zoom  Adjournment: The meeting adjourned at 8:04 p.m. Attendees: Christopher Eliot, Mark Giddings, Barbara Katzenberg, Thomas Hirsch, Amber Goodspeed, Michael Vatalaro, Mark Wimmer, Terri Ackerman, Jennifer Boles, Patty Dahlgren, Julie McCay Turner, Amy McCoy and Kati Winchell
