welcomed all to 20 Dec meeting pursuant to MA Open Meeting Law  Chairman Eliot put forward a proposal to change HFAC reformation elections from April to March o HFAC voted unanimously to move the 2023 vote to March to set up more orderly transition if needed o Consensus is to stay with Zoom meetings until the MA Legislature mandates o Chairman Eliot posted link to recording of Quiet Communities Lunchtime Conference Series: Accelerating the Transition to Lead-Free Skies; attended by FAA, AOPA, fuel companies and airport managers  Chairman Eliot asked if HFAC should have relationship with Massport Community Advisory Committee (MCAC) o Barbara Katzenberg voiced that she would like to know more about presentation before making judgement o Emily Mitchell will reach out to the Bedford MCAC representative Katharine Dagle  Chairman Eliot posted article in chat about Virgin Atlantic’s plan to fly net-zero trans-Atlantic Boeing 787  Chairman Eliot sent comments to the EPA Proposed Endangerment Finding for Lead Emissions from Aircraft Engines that Operate on Leaded Fuel; will address leaded fuel impacts on public health and welfare  Minutes: The November 2022 Meeting Minutes were reviewed for approval  The November 2022 Meeting Minutes were approved unanimously with no amendments  Cargo or Scheduled Commercial Passenger Services  Chairman Eliot asked Massport the two questions about Cargo and Scheduled Commercial Passenger Services o Amber Goodspeed responded Massport has not been approached by heavy cargo or commercial scheduled passenger service  Agenda Items: Topics discussed on published agenda:  Amber Goodspeed presented a summary of the 2021 Annual Noise Report to the HFAC o 2020 totals were reduced due to the COVID-19 Pandemic making comparisons to 2021 larger than normal years o 106.3% increase in Military Flights from 2020, contributing 31% of total departure noise exposure o 24.5% increase in Civilian Operations from 2020, contributing 69% of total departure noise exposure o 15.9% increase in Single Engine Pistons from 2020; 9.4% decrease when comparing to 2019 o 50% increase in Jet activity from 2020, representing 73% of the civilian departure noise exposure o 40.6% increase in Turboprop operations from 2020 o Increase in Night Operations from 1,495 in 2020 to 2,191 in 2021 o 1.4 decibel increase in civilian departure noise exposure using AEDT model from 2020; 0.1db drop from 2019  Mike Vatalaro announced the FAA appointed a new Community Engagement Officer for the New England Region o Massport hoping to meet with her in next couple of months and have her attend a HFAC Meeting  Amy McCoy queried HFAC to send a letter to Representatives Lori Trahan, Katherine Clark and Bill Keating  Monthly Noise Reports: Amber Goodspeed presented the November Reports and noted that: In November 2022 as compared to November 2021:  7am - 11pm operations decreased 14.1% in November 2022  Singles (including touch and goes) decreased 20.5% in November 2022  Turbo activity decreased 18.1% in November 2022  Jet operations decreased 9.6% in November 2022  Helicopter activity increased 6.2% in November 2022  Night Operations (11pm-7am) increased from 208 in November 2021 to 211 in November 2022, a 1.4 % increase  Calendar year operation totals decreased 5.4% when compared to pre-pandemic levels  Capital Programs and Third Party Development Reports: Amber Goodspeed presented the Capital Programs and Third Party Development reports and noted that:  Comments on the 2022 ESPR scope were due on 9 Dec; Final scope is on MEPA and Massport websites o Massport received Scope Certificate from Massachusetts Environmental Policy Act (MEPA) office on 16 Dec o Data analysis and collection for the Report has begun and will be accomplished over the next several months o Chairman Eliot posted the comments submitted by Jennifer Boles on the scoping in the chat room  Construction ongoing on Signature Flight Support building; tentatively may open in first quarter of 2023  Construction ongoing with Atlantic Aviation at Pine Hill; contractors engaged in site and foundation work  Both North Airfield Ventures, LLC (NAV) and Runway Reality Ventures, LLC (RRV) filed Environmental Justice Screening Form with MEPA on 30 Nov;
