HomeMy WebLinkAbout2022-03-08-BASS-min Board of Assessors Meeting Open Session Minutes March 8,2022 A remote participation meeting of the Lexington Board of Assessors was called to order at 5 00 p m on Tuesday,March 8,2022 via Zoom remote meeting services Gregory Johnson,Chairman,Edmund C.Grant,Member and Casimir Groblewski,Member were present as well as Robert F.Lent,Director of Assessing,Carolyn Kosnoff,Finance Director,Anthony Ambriano,Assessors'Attorney,Michael E Golden, Residential Field Manager/Assistant Assessor,and Cheryl Draper,Administrative Assistant. Mr Johnson stated the remote participation meeting was being conducted via Zoom as posted,with the agenda on the Town's website Mr Johnson provided directions to the members of the public,watching or listening via the Zoom application,regarding the procedure for making a public comment Mr Johnson reminded Board members,staff,and members of the public about Lexington's Standard of Conduct regarding civil discourse during Town Government meetings Open Session Public Comment Time None present Mr Lent welcomed Ms Kosnoff to the meeting to discuss the Overlay Surplus financial matter with the Board Mr Lent presented a fiscal year 2022 valuation clerical error,after the DOR approval of the Town levy The Board reviewed the list of fourteen residential exempt properties that were assigned with an incorrect residential taxable land use coding during the updating of property type classification code changes The calculated amount of tax revenue error is in the amount of$81,461 40 Ms Kosnoff stated to the Board that she was made aware of the financial error during the issuance of the January 14 fiscal year actual,3'd quarterly tax bills She further stated after discussing the matter with the DOR,that this general fund revenue adjustment does not affect the Town's approved residential tax rate The adjustment of the general fund error will then be reduced from the Overlay Surplus Fund The Board thanked Ms Kosnoff for her assistance with the DOR and the handling of discussions with the appropriations process VOTE Upon a motion duly made and seconded,the Board of Assessors voted 3-0 by roll call to adjourn the Open Session of the meeting at 5 25 p m to enter into Executive Session under Purpose 7 in order to deliberate Fiscal Year 2022 Statutory Exemptions, Real Estate Abatement Applications and Personal Property Abatements Further it was declared that an open meeting discussion may have a detrimental effect on the litigation position of the town Ms Kosnoff and Attorney Ambriano,will join the Board in Executive Session The Board reconvened Open Session at 7 00 p m Executive Session occurred here details may be viewed in separate Executive Session folder VOTE Upon a motion duly made and seconded,the Board of Assessors voted 3-0 by roll call to approve of the recommendations for the Fiscal Year 2022 Chapter 59,Section 5 Various Clauses of Statutory Exemption Applications (See lists in Executive folder) VOTE Upon a motion duly made and seconded,the Board of Assessors voted 3-0 by roll call to approve of the recommendations for the Fiscal Year 2022 Chapter 59 Section 59 Real Estate Abatement Applications (See list in Executive folder) There were no Fiscal Year 2022 Chapter 59 Section 59,Personal Property Abatement Applications VOTE Upon a motion duly made and seconded,the Board of Assessors voted 3-0 by roll call to approve of the four pending Appellate Tax Board actions presented by Attorney Ambriano Three(3)of the four cases were settled with no impact of the Overlay Surplus Ms Kosnoff will present Verizon's proposal settlement for discussion with the Town Manager,Mr Malloy and will respond later with an update to Attorney Ambriano (See Executive folder) The Board postponed discussion of Meeting Minutes The Board of Assessors next Meeting is scheduled for March 22,2022 There being no other business a motion was duly made and seconded at 7 15 p m to adjourn the Meeting Board oss-a-. 1 4 I411 /'�j$ / li f ' - •A96,414. 04,..
