Call to Order: A public meeting of the Turning Mill Neighborhood Conservation District Commission
was held virtually via Zoom meeting. The meeting convened at 7:00 PM.
TMNCD Commission Members in Attendance:
Diane Pursley, Renata Cathou, Michael Schanbacher, Eric Peterson, Marilyn Fenollosa(alternate), Jim
Dowling, Glenn Bartolini (alternate)
Public in Attendance: Tina McBride

Introductions from all Commissions
Each Commissioner introduced themselves and spoke about their history and/or interest in the preservation of
the neighborhood. The Commission welcomed a new member, Planning Board representative Michael
Schanbacher.

Updates
Brainstorming discussion about how to welcome people into the neighborhood and educate them on the NCD.
Tina McBride (from the public)joined the panel to share her experiences. It was determined that a non-profit
organization would not be necessary in this case. The objective is an organization to manage the communication
to new neighbors who either belong to the NCD or might consider joining.
The neighbor representatives from the Commission met in July 2020 to discuss how to proceed with a"Friends
of TM Neighborhood" idea to keep new owners informed about NCD guidelines. There were lots of ideas
generated, but the pandemic made moving forward difficult. The group thought that this summer would be a
good time to make some progress on communication with the culmination of the Pancake Palooza in
September. There have also been"pop-up potlucks", most recently in 2017/2018.
Ideas discussed included:
• Website %r 1„i„ ,o ): This website exists, but needs updating. Tina is the administrator.
• Turning Mill google group: Many neighborhoods have this. Currently, Tina has an email list that she
keeps private and sends out periodic announcements. It is not a list people can "Reply all".
• Use the Paint Rock Pool to post stuff(although the pool and its shareholders are separate from the NCD)
• Run of the Mill 5K (run by Estabrook PTO, but not in 2020 or 2021)was a great neighborhood event.
Could the neighborhood sponsor such an event?
• Letter in mailbox to reach out to new neighbors
• Merchandise like T-shirts to show pride/love for the neighborhood
Mr. Schanbacher shared some of the activities in the Five Fields neighborhood:
• Five Fields (61 homes) has five acres of common land which the"Corporation" runs, which includes
paying the property taxes. The neighbors pay dues for the upkeep. The common land can be used for
social events.
• They have a google group for communication.
• Cookouts, Square Dancing, Halloween Party, Galloping Gourmet(most popular)
• The Five Fields Pool is separate from the Corporation.
Next steps: Diane will organize a few more meetings with the neighbor representatives from the Commission
and other neighbors who might be interested to organize a communication plan.
