Comments received to date have been incorporated. Attendance was clarified clarified for the 6-16-22 meeting Motion to Approve the Meeting Minutes for 6-16 2022 and 8-25-2022, as edited. Motion made, 2nd and approved Westview Cemetery Status on the Westview Cemetery Project was reported. Overall progress is being made. No significant developments. A Change order proposal was being reviewed for extension of the Electrical duct bank as Eversource will only trench to the property line. Overall activities are: • Foundation walls are backfilled. • Plumbing under slab is 95% • Electrical under slab is underway. • Water Service has been brought to the building • Electrical service duct bank is tentative next week • Setting Plates for Structural steel are in place • Goal to Pour administrative slab within a week • Structural Steel due on site 1st week of October Police HQ Project Update The current site activities and upcoming events were identified. Dore & Whittier is under contract by the Town as onsite OPM and is represented by: Michael Burton Steve Brown CTA Construction is under Contract, Contract date of Substantial Completion is March 5, 2024. As CTA continues to buy out the work we do know that the Site Contractor (Vanaria) and Abatement Contractor (A&J Demolition) are under Contract As of this date: Perimeter Fencing is in place Test Pits scheduled for 9/29 Erosion Controls going in place 9/29 Abatement scheduled to start 10/3 Site Prep for Building Excavation begins first week of October The Full Project Schedule is being developed by CTA and is not anticipated until the end of October Solar Canopy Tecton reviewed the Solar Canopy presentation that was previously presented to the HDC in search of design feedback. A review of the Canopy area calculations was reviewed and determining the overall area needed to meet Net Zero, depending upon the type of panel utilized. 335,000w police station load offset by +/- 73,000w gained from roof PV leaves approx. 262,000w needed from canopy. Two panel types were modeled, the first was a Lumos panel which allows partial sunlight thru would require 19,330 sf of panel and a LG panel that doe not allow any sunlight thru and would need approx. 14,176 sf of panel. The calculations were based upon an assumption of Flat panels. Three design schemes were shown, as shown to HDC, each with a differing design approach. All showed a larger canopy structure over the rear parking area behind fletcher park with smaller cantilever canopies behind the police station parking and with the option of a cantilever canopy parallel to the police station and running toward Mass ave, referred to later as the “mass ave leg”. It was asked how the HDC reacted to the “Mass ave leg” and most HDC members at the time did not seem in favor, although no votes were taken. The three options A Steel frame, B “tree like” and C “space frame” were all shown with various cantilever and options, and each panel type. The architect also shared some early sketches for an Option D, that the HDC had not seen yet, but was being developed in response to their comments in anticipation of the next HDC meeting. Option D was inspired by design elements of the Lexington Depot and HDC comments and input. Option d had all the framing members colored white and introduced arches and brick piers. Some comments and questions included. It was discussed that achieving net zero without the “mass ave leg” could be possible but it truly depended on panel choice and final size of remaining canopies. Was a rack system looked at for the front metal roof? No, early discussions with HDC advised that only a low profile between the standing seem might be considered. There was discussion about how sunlight below the canopies could be achieved with the solid panels but leaving some space between them, or the both panel types could be used in different areas for different effects. Some discussion on any benefits to introducing pitch or angle adjustability, tracking, to the panels. The architect did review some of these options. Comments: • The white color was liked by many • The “Mass Ave leg” provides a frame work to fletcher field. • Maybe the “mass ave leg” is too much.” • The lower section in front of the rear canopy was well received. • The arches do serve a structural purpose in the frame design. • Understanding program uses of fletcher field may aide in design. • Landscaping should be considered. It was suggested that future presentations include reference to the LDA Hosmer site study regarding Fletcher field. • The Hosmer House / Fletcher field study discussed proposed uses or continued uses for fletcher field as: • Farmers Market • Skating rink • Open green space (this project adds 10,000 green space to fletcher) • Provide fletcher with water and electrical connections for field user. There was a mention to schedule as this item would be presented at spring Town Meeting for funding so a refined design is necessary as soon as possible to continue development of construction detailing for estimates and pricing. The present status of the Hosmer House was raised. Currently there is a hearing scheduled for 10/13 to approve land issue for relocation to another site. There was also some discussion about any future planning for Fletcher field and the extent to which the field will be landscaped by the Police project. The architect clarified that there were 6 trees along mass ave and fletcher ave that were being called out to be preserved with 1 tree designated to be monitored for its health. Otherwise the balance of fletcher field is being graded to improve drainage and seeded. The next HDC hearing will be on 10/6/22. Motion to adjourn, made and 2nd.
