Call to Order
Mr. Lamb called this Remote (Virtual) Meeting, which had been posted as such, to order at
8:00 A.M. As the Committee members and the others joining this meeting had been previously
advised of the special conditions of this meeting, he passed on repeating them (i.e., the
authority to not require a physical presence of a quorum and other selected terms under the
Open Meeting Law had, by legislation Governor Charles D. Baker signed on July 16, 2022,
their expiration extended to March 31, 2023.)
Mr. Lamb advised that materials provided electronically to the Committee or presented at the
meeting, would be available upon request and are those listed in the Minutes as Documents
Presented. Any votes during this meeting would be taken by a roll call. By individual
conversations to them, Mr. Lamb accomplished a roll-call attendance and determined that all
six members are present.
Reviews of Information on the Eight CPC Primary Projects Recommended for FY2024
Funding
Mr. Lamb confirmed that this meeting’s primary purpose is to accomplish reviews of those
eight CPC primary projects recommended for funding as they had not been included in the
reviews last fall (October 27 through December 1, 2022) of the departmental/office
submissions for FY2024 funding. Further, as associated documentation for all eight had been
provided in advance to this meeting’s members, he would be calling just for any questions
the members have. He also noted there would be no votes on them at this meeting as that
will be done later during the preparation of this Committee’s Report to the 2023 Annual Town
Meeting.
• Munroe Center for the Arts, Accessibility & HVAC (Heating, Ventilating, and Air
Conditioning): Member questions were addressed by Ms. Burwell and others in

attendance. Although the Committee supported the project, Mr. Lamb, and then
supported by Ms. Kosnoff, had serious concerns that such a major project had not
been included, in advance, in the 5-Year Capital Plans so its projected financial impact
could have been recognized and accounted for. Ms. Fenollosa advised an earlier—
and more expensive—such project had been presented to her committee the previous
year, but found then it needed more analysis, etc., before it could be considered. The
discussion ended with all of the Committee Members generally in support of this
project.
• The Remaining Seven Projects were Hancock-Clarke Barn Restoration; First Parish
Church Clock Restoration; East Village Clock at Follen Church Restoration;
Transforming Trees into Art—Birds of New England; Affordable Housing Trust
Funding; LexHAB—Property Acquisition Prefunding; and LexHAB—Preservation,
Rehabilitation and Restoration of Affordable Housing. They were tracked using the
CPC Presentation. Mr. Cole had two concerns about the First Parish Church Clock
Restoration: Public funds for a non-town-owned building, and respecting separation
of “Church & State.” The discussion ended with five members generally in support and
Mr. Cole abstaining.
Public Comment: Mr. Pressman expressed his disappointment that more
affordable−housing projects are not reaching the CPC.
Approval of Committee Meeting Minutes
Mr. Kanter moved for approval of Drafts of CEC Minutes for Octobers 6, 13, 18, 21, 2022,
and November 16, 2022, with minor, non-substantial, changes by Mr. Cole & Mr. Lamb to
the October 6th and Mr. Lamb to the October 18th draft Minutes. Roll-Call Vote: 6–0
Adjourn
A Motion was Moved and Seconded at 9:05 A.M. to adjourn. Roll-Call Vote: 6–0
This Minutes was approved by the CEC at its meeting on January 12, 2023.
