Commissioner Absent: Edward Adelman. Associate Commissioners Present: Mark Connor, Dan Hisel, Lee Noel Chase. Associate Commissioner Absent: Staff Present: Siqing Pan, Department Assistant Chair Paul O’Shaughnessy called the November 3rd, 2022 Historic Districts Commission meeting to order at 5:03pm. FORMAL HEARING Chair Paul O’Shaughnessy opened the formal hearing for 55 Waltham Street, exterior changes (Window Replacement) in the Battle Green Historic District Documents Full plan set of proposed alteration: dated September 28, 2022 Photographs of entire face of each building elevation visible from the public way: dated September 27, 2022 List of Material: dated September 28, 2022 Work Scope Narrative: dated September 28, 2022 This application will continue to next meeting in December per applicant’s request. Chair Paul O’Shaughnessy opened the formal hearing for 26 Curve Street, exterior changes (Additions) in the East Village Historic District Documents Full plan set of proposed alteration: dated October 5, 2022 Photographs of entire face of each building elevation visible from the public way: dated October 5, 2022 Site Plan: dated October 5, 2022 List of Material: dated October 5, 2022 Work Scope Narrative: dated October 5, 2022 The applicant and the homeowner explained the proposed exterior changes of additions to 26 Curve Street. The Board agreed to conditionally approve this application. An updated drawing will be required to review for issue the Certificate of Appropriateness for this application. Dan Hisel and Mark Connor will be voluntarily served as liaison for this application. No public comments. 2 / 3 Chair Paul O’Shaughnessy made a motion to approve this application contingently. An updated drawing will be required to issue the Certificate of Appropriateness. Mark Connor Seconded. Chair Paul O’Shaughnessy opened the formal hearing for 1932 Massachusetts Avenue, exterior changes (Mailbox installation & Fence replacement) in the Battle Green Historic District Documents Full plan set of proposed alteration: dated October 9, 2022 Photographs of entire face of each building elevation visible from the public way: dated October 9, 2022 List of Material: dated October 9, 2022 Work Scope Narrative: dated October 9, 2022 Catalogue cut sheets: dated October 9, 2022 The homeowner explained the proposed exterior changes to 1932 Massachusetts Avenue. The Board felt the proposed plans were appropriate. No Public Comments. Lee Noel Chase made a motion to approve this application with black or white mailbox, fence height 6 inches increase, and swing set in back yard. Mark Connor Seconded. Roll Call Vote: Robert Adams – Yes, Robin Lovett – Yes, Dan Hisel – Yes, Lee Noel Chase – Yes, Mark Connor – Yes, Paul O’Shaughnessy – Yes, Motion carried. All in favor. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 1932 Massachusetts Avenue. Motion carried, all in favor. CONTINUED HEARINGS Chair Paul O’Shaughnessy opened the continued hearing for 1625 Massachusetts Avenue, exterior changes (AT&T Wireless Communications facility) in the Battle Green Historic District Documents 17-30 Cell Tower Non-Price Proposal (ATT): dated October 27, 2022 ATT 1625 Mass Avenue Lexington MA1513 HDC Supplemental Submission: dated November 3, 2022 ATT2022-APS-5047-OE_MA1513: dated November 3, 2022 MA1513 ATT LEXINGTON MASS AVE Viewshed Analysis_V2 10-19-22 -reduced: dated November 3, 2022 The applicants explained the updated proposed changes of AT&T antenna to 1625 Massachusetts Avenue. Robert Adams has been served as liaison for this application. The Board agreed the proposed plans were appropriate. No public comments. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 1625 Massachusetts Avenue. Motion carried, the majority in favor, Lee Noel Chase & Mark Connor abstained. Chair Paul O’Shaughnessy opened the continued hearing for 1575 Massachusetts Avenue, exterior changes (Solar Carports) in the Battle Green Historic District Documents Updated proposed plans: dated October 18, 2022 The applicants explained the updated proposed changes of solar carports to 1575 Massachusetts Avenue. 3 / 3 Robert Adams has been served as liaison for this application. The Board agreed to continue this application to next meeting in December. No public comments. Chair Paul O’Shaughnessy opened the continued hearing for 1822 Massachusetts Avenue, exterior changes (exterior renovation) in the Battle Green Historic District Documents Updated proposed plans: dated October 21, 2022 The applicant explained the updated proposed changes to 1822 Massachusetts Avenue. The Board felt it was appropriate except the LED temperature, the sloped granite curb for the plantings, the sign and the roofing material. No public comments. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 1822 Massachusetts Avenue with the conditions of signs, LED, the granite boundary, and roof materials. Motion carried, all in favor. ACTION ITEMS Consideration and vote on Meeting Minutes on October 6th, 2022: The Board made a motion to approve the minutes on October 6th, 2022 as written. Motion carried. The majority in favor, Robin Lovett & Lee Noel Chase abstained. The Board made a motion to adjourn at 8:41pm. Motion carried. All in favor.
