Thomas who was a SSGT in USAF and aviation mechanics instructor at East Coast Aero Tech where he became Director of Education • Chairman Eliot relayed that electric Eviation Alice aircraft first flew for 9 mins over Moses Lake, WA on 27 Sep • Chairman Eliot announced the EPA is moving forward with proposed findings on lead emissions from aircraft • Chairman Eliot reported Lincoln is starting work on an environmental plan for climate change mitigation • In response to a request, Chairman Eliot included some language from the Enabling Act into statement about what HFAC does; Emily Mitchell provided some grammatical edits • Minutes: The July and September 2022 Meeting Minutes were reviewed for approval • Barbara Katzenberg thanked Massport for getting Meeting Notes to HFAC early • Margaret Coppe had sent Meeting Minutes to Lexington Town Clerk but as of 17 Oct they had not been posted o Meeting Minutes sent to be archived; Last archived in 2013; Margaret Coppe will follow-up with Town Clerk o Emily Mitchell sent Meeting Minutes for 2022 to Bedford Town Clerk; residents can access them by request The September 2022 Meeting Minutes were approved unanimously with the following amendments: o Add the words "they are"to Amber Goodspeed's comment in the Citizen Comments section • Mark Wimmer noted July Meeting Minutes were not approved;not enough members present last month o The July 2022 Meeting Minutes were approved unanimously with the amendments previously made • Cargo or Scheduled Commercial Passenger Services • Chairman Eliot asked Massport the two questions about Cargo and Scheduled Commercial Passenger Services o Amber Goodspeed responded Massport has not been approached by heavy cargo or commercial scheduled passenger service • Monthly Noise Reports: Amber Goodspeed presented the September Reports and noted that: In September 2022 as compared to September 2021: • 7am - l 1pm operations decreased 4.9%in September 2022 • Singles (including touch and goes) decreased 10.4%in September 2022 • Turbo activity decreased 6.3%in September 2022 • Jet operations increased 6.6%in September 2022 • Helicopter activity decreased 2.6%in September 2022 • Night Operations (1 1pm-7am)increased from 212 in September 2021 to 230 in September 2022, a 9.4 %increase • Calendar year operation totals decreased 6.1%when compared to pre-pandemic levels • Capital Programs and Third Party Development Reports: Amber Goodspeed presented the Capital Programs and Third Party Development reports and noted that: • The North Airfield Ventures, LLC(NAV) term sheet will go to the October Massport Board meeting to authorize staff to negotiate a development and lease agreement based on terms presented to the Board • The Runway Realty Ventures, LLC(RRV) term sheet will go to the October Massport Board meeting to authorize staff to negotiate the land swap and access agreement per terms presented to the Board o Thomas Hirsch asked if the through the fence agreement has been approved by the FAA o Amber Goodspeed explained the Massport Board needs to authorize staff to negotiate agreement first • The ESPR project management team will meet with MEPA on 18 Oct to schedule scoping sessions • T-Hangar relocation construction is substantially complete;punch list items will be ongoing through November o Chairman Eliot asked if there were any complaints during the construction; none were reported to Massport • Agenda Items: Topics discussed on published agenda: • No additional Agenda Items were discussed • Citizen Comments: Citizens commented on and/or asked about the following topics: • Jennifer Boles re-asked question if through the fence agreement has been granted by the FAA o Thomas Hirsch and Amber Goodspeed reiterated Massport Board needs to approve negotiations o The FAA will have to approve through the fence agreement after it has been negotiated;very long process o Thomas Hirsch asked about the difference of agreements with on the airfield operators; through the fence agreement ensures operators on and off the airfield follow the same rules established by the FAA • Jennifer Boles queried about nomenclature of T-Hangar project;wanted the word"box hangar' in the description o Chairman Eliot and Thomas Hirsch confirmed the project had been explained thoroughly to include box hangars o Meeting Minutes will note T-Hangar Project consisted of removing 36 t-hangars and building 8 box hangars • Amy McCoy asked about extent and height of the pattern altitude for Hanscom Field and touch and go schedules o Thomas Hirsch explained that during descent the pattern may be extended and pilots sometimes stay at altitude o Thomas Hirsch also clarified that some sites report the pressure altitude and not the absolute altitude o Amber Goodspeed stated no touch and goes for aircraft over 12,500lbs and between 11:OOpm to 7:OOam • Other Business: The date for the next HFAC meeting will be at 7:00 p.m. at a date to be determined o The agenda incorrectly states the next Meeting is 11 November, 2022 • Adjournment: The meeting adjourned at 8:16 p.m. Attendees: Christopher Eliot, Margaret Coppe, Mark Giddings, Barbara Katzenberg, Thomas Hirsch, Emily Mitchell, Amber Goodspeed,Michael Vatalaro, Mark Wimmer, Jennifer Boles, Amy McCoy, Mike Rosenberg and Marc Stiller.
