MEETING
February 8 , 1979 , 7: 30 p .m. , Town Office Building, Room 111 .

MINUTES
The minutes of the Meeting of January 9 were read and accepted
as modified.
PROPOSED LEGISLATION
Sara Chase asked Norma Bogen to review the draft of the bill
filed with the General Court by the Cambridge Historical Commission
and intended to protect individual buildings and provide a more
flexible tool than historic districting for neighborhood protection.
Bogen will review the proposed legislation and outline the issues
for discussion by LHC at the next meeting.
LHC FILES
A metal file case has been made available to LHC in Room ill of
the Town Office Building, and the Commission's file material has
been gathered together by Bebe Fallick and placed in it.
HANCOCK SCHOOL
The Commission reviewed the draft letter written by John Orcutt
in response to the Sidney/Noyes letter which discussed some of the
factors of concern to the Commission and others . Orcutt 's draft
specifically requests: (a) repainting of all building trim and
(b) masonry facing on concrete walls and basement terraces . It was
suggested that the impact of the paint color on the character of
the neighborhood and the need for cleaning also be referred to . A
copy of the letter as modified will be sent to the Town Manager
(Hutchinson) , Kirk Noyes , and the Lexington Minute Man.
Chase will ask the Mass . Historical Commission to look at Hancock
School to determine whether they will be willing to make some
statement as to the developer's insensitive treatment of a National
' Register building.
Anne Grady has used the Hancock School as a case study for a course
paper. The paper outlines the process and includes criticism of the
Selectmen's role in that process . The Commission will use the paper
as a background for making some recommendations to the Selectmen as
to policies and procedures that the Selectmen should follow in the
future when town owned buildings become available for reuse .
INVENTORY
Grady informed the Commission that the Planning Board has made
available some large maps of the Town and subareas that can be
used for locating structures that are part of the town' s inventory.
Fallick will review what has been done on the inventory with Grady and
make plans for carrying out the inventory.
BANDSTAND
Chase reported on the hearingon the bandstand held by the Historic
Districts Commission. The majority of HDC was opposed to the placing
of the bandstand near Buckman Tavern. (Note : It has been decided
that it will be located in Hastings Park. )
MISCELLANEOUS
Grady has been fielding phone calls requesting information.
A looseleaf notebook to be used for materials provided as part
of the expanded services provided by the National Trust has been
received.
The meeting was adjourned at 9 p.m.
