Announcements: Mike Rosenberg announced the passing of William “Bill” Byam, a Bedford local involved with the Hanscom community and Save Our Heritage. 3. Annual Noise Report: Amber Goodspeed presented the 2015 Annual Noise Report and noted: • Annual operations decreased by 4.5% compared to 2014. Single engine pistons, local touch & go operations, twin pistons, and turboprops all decreased when compared to 2014. There were increases in the categories of jets and helicopters. • Total civilian departure noise exposure (EXP) was 108.0 decibels; a decrease of 0.2 dB from 2014 and the lowest civilian departure EXP recorded at Hanscom Field. • Civilian operations represented over 99% of the total activity, and contributed 87% of the total departure noise exposure. • Military operations represented less than one percent of the total activity, but contributed 13% of the total departure noise exposure. • Arrivals and departures between the hours of 11 p.m. and 7 a.m. increased from 1,831 operations in 2014 to 2,098 operations in 2015. ▪ The Annual Noise Report will be posted on the Massport Hanscom Field website. 4. Monthly Noise Reports: Amber Goodspeed presented the June Noise Report and noted that: In June 2016 as compared to June 2015: ▪ 7 a.m. - 11 p.m. operations decreased 2.4% ▪ Singles (including touch and goes) increased 14.7% ▪ Turbo activity decreased 13.2% and Jet operations decreased 7.2%. ▪ There was an increase in noise disturbance reports from 36 in June 2015 to 73 in June 2016, made by 17 separate callers. 5. Capital Programs and Third Party Development Reports: Amber Goodspeed presented the Capital Program and Third Party Development reports and noted that: • The PublicVue Portal website is being tested and is expected to be available Fall 2016. Amber would like to present a demo of the website at the September meeting. • Lease negotiations with Boston MedFlight for Hangar 12A are underway. A proposal for the re- development of the hangar has been approved by the Massport Board. • The Hangar 24 Historical Interpretive Display board was presented at the June HFAC meeting. • Contractors have completed tree removal from Runway 29 approach path and have been mitigating phragmites in the Concord Land Trust area. • Massport will rehabilitate the pavement on Hanscom Drive and the replace jersey barriers in front of the Civil Air Terminal with bollards. This work will take place in the fall of 2016. 6. Citizen Comments: • Ron Green inquired about solar panel use on Hanscom Field. Solar panels are on the Civil Air Terminal and all new projects are a minimum of LEED Silver and evaluated for possible green building initiatives. FAA guidelines were briefly discussed and Hanscom Air Force Base solar projects were mentioned. 7. Minutes: Minutes from the May 2016 meeting were approved. 8. Other Business: • The proposed date for the next meeting is September 20, 2016.
