Call to Order: Chris Eliot called the meeting to order at 7:01 p.m. 2. Announcements: • HFAC Chair Chris Eliot gave instructions to sign up and receive HFAC Agenda via Town of Lincoln website. He will email agenda for next HFAC meeting until all who want to receive agendas have successfully logged in. It is Chairman Eliot’s intention to add more material to website to include Meeting Minutes and handouts for future reference. • Margaret Coppe requested copies of HFAC Attendee Sign-In list for next meeting in order to review persons on the list • Susan Bates, Concord Select Board, introduced herself as new Concord Representative replacing Alice Kaufman • Mark Wimmer was introduced as Kasey Marin’s replacement at Massport. 3. Monthly Noise Reports: Amber Goodspeed presented the July and August Noise Reports and noted that: In July/August 2019 as compared to July/August 2018: • 7am- 11pm operations increased 14.7 in July and increased 17.1% in August • Singles (including touch and goes) increased 25.4% in July and increased 27.0% in August • Turbo activity decreased 17.8% in July and decreased 10.2% in August • Jet operations increased 4.5 in July and increased 1.7% in August • Helicopter activity decreased 6.3% in July and increased 2.3% in August • There was an increase in noise disturbance reports from 56 in July 2018 to 197 in July 2019, made by 28 callers and from 73 in August 2018 to 168 in August 2019, made by 26 callers 4. Capital Programs and Third Party Development Reports: Amber Goodspeed presented the Capital Programs and Third Party Development reports and noted that: • Pavement repairs to the East Ramp are ongoing through October. Work includes crack sealing and surface replacement • The new ARFF & CBP Facility project completed in August. Massport Fire Rescued has moved in. The project is closed • Hangar 12 Request for Proposals went out 12 July with bid close date of 23 Aug. Proposals are currently under review • Massport will have meetings with local Conservation Commissions in September and October to finalize the 2019 Vegetation Management Plan. Letters will be sent out to affected abutters • MEPA certificate for 2017 ESPR was issued in July. The 2017 ESPR is posted on Massport website. The project is closed • Massport signed a new Noise and Operations Monitoring System (NOMS) with L3 Harris, who was the previous provider, to continue NOMS service to Boston Logan and Hanscom Field. The project is closed • The design of the salt storage shed is being finalized in September by Massport in preparation to bid the project 5. Citizen Comments: Citizens commented on and/or asked about the following topics: • Spill site cleanup and construction near NMT Site #34 and impact on noise measurements • Nighttime Field Use Fee • MassDevelopment, Moore AAF on Devens • Mass State Police security at the Airport • Request for private pilot logs and manifests 6. Cargo or Scheduled Commercial Passenger Services • No interest expressed 7. Minutes: Minutes from the July 2019 meeting were approved. 8.
