Minutes – 15 December 2020

• Call to Order: HFAC Chairman Christopher Eliot called the meeting to order at 7:01 p.m.
• Announcements:
• Chairman Eliot opened meeting and started recording; allowed Jennifer Boles to also record the Zoom meeting
• Chairman Eliot provided insight on vaccine response and state of democracy
• Amber Goodspeed presented the 2018 Annual Noise Report and noted that:
• Total 2018 operations were down 5.4 percent compared to 2017
• Singles decreased 12.2%
• Jets increased 0.2%
• Nosie Exposure levels using the FAAs Aviation Environmental Design Tool (AEDT) were 107.0 dB
• Nighttime operations increased from 2,226 operations 2017 to 2,425 operations in 2018
• Noise monitor measurements at the 6 monitoring sites changed in range from a decrease of 1.7 dB to an
decrease of 0.4 dB
• Monthly Noise Reports: Amber Goodspeed presented the November Noise Report and noted that:
In November 2020 as compared to November 2019:
• 7am - 11pm operations decreased 7.8% in November 2020
• Singles (including touch and goes) increased 5.0% in November 2020
• Turbo activity decreased 31.1% in November 2020
• Jet operations decreased 30.7% in November 2020
• Helicopter activity decreased 4.3% in November 2020
• Noise disturbance reports decreased from 259 in November 2019 to 219 in November 2020, made by 32 separate
callers
• Capital Programs and Third Party Development Reports: Anthony Gallagher presented the Capital Programs and
Third Party Development reports and noted that:
• Vegetation Management completed outside of Massport property on Hartwell Avenue in Lexington and will
continue on the Runway 29 end, and both sides within Massport property
• Massport continues site survey and design work for the North T-Hangars
• Survey work completed and construction of new Signature Flight Support facility will begin on March 1st
• Citizen Comments: Citizens commented on and/or asked about the following topics:
• Continued discussion about closing the loop on 1 to 1 noise complaint responses
• Pilot Letter template for overnight noise complaints presented by Anthony Gallagher of Massport
• Representative Harrington would like Massport to use complaint data to prosecute offenders
• Discussion about placing noise complaint limits in terms of Hanscom Field lease agreements
• Board Member Mitchell announced no lead testing in Bedford; water supplied by MWRA
• Chairman Eliot suggested best solution to lead in avgas was for federal government to approve substitute
• Agenda item to discuss Chapter 8 in the ESPR deferred to January by vote of HFAC Board
• Cargo or Scheduled Commercial Passenger Services
• No interest was expressed at the HFAC meeting
• Minutes: The Board approved amendment to the October 2020 meeting minutes to add inquiry about daytime noise
complaints in the Citizens Comments. The November meeting minutes approved as submitted.
• Other Business: The proposed date for the next HFAC meeting is 19 January 2021 at 7:00 p.m. via Zoom
• Adjournment: The meeting adjourned at 9:05 p.m.
