Minutes – 20 October 2020

• Call to Order: HFAC Chairman Christopher Eliot called the meeting to order at 7:06 p.m.
• Announcements:
• Chairman Eliot opened meeting and started recording; allowed Jennifer Boles to also record the Zoom meeting
• Chairman Eliot offered encouragement to all to vote in the upcoming elections
• Amber Goodspeed announced that MIT Lincoln Lab’s Boeing 707 will be retired and no longer fly out of BED
• Board Member Thomas Hirsch offered FAA Advisory Circular 91-36D, Visual Flight Rules (VFR) Flight Near
Noise-Sensitive Areas, for everyone’s perusal
• Monthly Noise Reports: Amber Goodspeed presented the September Noise Report and noted that:
In September 2020 as compared to September 2019:
• 7am - 11pm operations decreased 17.4% in September 2020
• Singles (including touch and goes) decreased 16.6% in September 2020
• Turbo activity decreased 16.7% in September 2020
• Jet operations decreased 30.7% in September 2020
• Helicopter activity decreased 1.0% in September 2020
• Noise disturbance reports increased from 214 in September 2019 to 314 in September 2020, made by 28 separate
callers
• Capital Programs and Third Party Development Reports: Amber Goodspeed presented the Capital Programs and
Third Party Development reports and noted that:
• Vegetation Management will continue throughout the fall and into the winter
• Citizen Comments: Citizens commented on and/or asked about the following topics:
• Concern about not receiving automated noise complaint responses
• Inquiry about start date for truck traffic on Hartwell Road
• Noise disturbances from early morning flights with blocked N Numbers
• More repetitive overhead air traffic perceived by some Bedford residents in attendance
• Added as agenda item for November to discuss notifying pilots of complaints
• 15 Oct Boston Globe article and possible impacts on employees at Hanscom Field due to projected lower Massport
revenue
• Cargo or Scheduled Commercial Passenger Services
• Reported by Amber Goodspeed that no interest has been expressed since the last HFAC meeting
• Minutes: The Board re-approved the February 2020 meeting minutes after noting change in the date from 2019 to
2020. The September 2020 meeting minutes were also approved with no amendments needed.
• Other Business: The proposed date for the next HFAC meeting is 17 November 2020 at 7:00 p.m. via Zoom.
• Adjournment: The meeting adjourned at 8:19 p.m.
