HomeMy WebLinkAbout2020-09-15-HFAC-min Hanscom Field Advisory Commission Minutes – 15 September 2020 Prepared by Massport Staff • Call to Order: HFAC Chairman Christopher Eliot called the meeting to order at 7:07 p.m. • Announcements: • Chairman Eliot opened meeting and allowed attendees Boles and Gallagher to record the Zoom meeting • Amber Goodspeed acknowledged month notation in the June and July reports will be fixed • Monthly Noise Reports: Amber Goodspeed presented the August Noise Report and noted that: In August 2020 as compared to August 2019: • 7am - 11pm operations decreased 12.9% in August 2020 • Singles (including touch and goes) decreased 9.7% in August 2020 • Turbo activity decreased 28.7% in August 2020 • Jet operations decreased 22.3% in August 2020 • Helicopter activity decreased 4.5% in August 2020 • Noise disturbance reports increased from 172 in August 2019 to 151 in August 2020, made by 28 separate callers • Capital Programs and Third Party Development Reports: Amber Goodspeed presented the Capital Programs and Third Party Development reports and noted that: • Ross-Rectrix and North Apron projects have been separated in the report • Site survey work at Ross-Rectrix is ongoing • East Ramp repair work has been completed • Citizen Comments: Citizens commented on and/or asked about the following topics: • Concern about less information being provided in automated noise complaint emails; sacrificing data for speed • Request to post handouts prior to the meeting • A noise letter sent from Massport to a Bedford resident describing reducing power as “cutting power” instead of “cutting back power”, which was assumed to mean turning off the engine. This error was corrected by Tom Hirsch to the group in which he described the potential training action as simply reducing power, not turning off the engine • Cargo or Scheduled Commercial Passenger Services • No interest expressed • Minutes: The Board, noting needed changes in the Monthly Noise Report section, approved the August 2020 meeting minutes.
