Minutes – July 21, 2020

1. Call to Order: HFAC Chairman Chris Eliot called the meeting to order at 7:01 p.m.
2. Announcements:
• Chairman Eliot welcomed everyone back after cancelled meetings. Discussed procedures and the recording of the
Zoom call.
• Amber Goodspeed introduced that The Noise and Operations Monitoring software contractor for Massport will be
offering the option of email auto-replies for noise concerns submitted electronically in mid-August. In order to
respond swiftly and save on paper and postage, Massport will utilize the option to auto reply. A reply will be sent
to the email address provided the next day. A single email will be sent daily, regardless of the number of noise
concerns submitted.
3. Monthly Noise Reports: Per the commission’s request, Amber Goodspeed gave a brief overview of the change in
operations from mid-March until July. Amber Goodspeed then presented the June Noise Report and noted that:
In June 2020 as compared to June 2019:
• 7am - 11pm operations decreased 32.6% in June 2020
• Singles (including touch and goes) decreased 35.1% in June 2020
• Turbo activity decreased 30.4% in June 2020
• Jet operations decreased 39.5% in June 2020
• Helicopter activity increased 0.4% in June 2020
• Noise disturbance reports decreased from 301 in June 2019 to 142 in June 2020, made by 31 separate callers
4. Capital Programs and Third Party Development Reports: Capital Programs and Third Party Development reports
were not presented due to shortened meeting
5. Citizen Comments: Citizens commented on and/or asked about the following topics:
• Problems with finding reports on Lincoln Town website
• Distance of noise monitors in respect to the airfield
• Noise on touch downs versus arrivals
• Comparison of yearly noise monitor readings
6. Cargo or Scheduled Commercial Passenger Services
• Not discussed due to shortened meeting
7. Minutes: February 2020 meeting minutes were not approved due to shortened meeting
8. Other Business: Chris Eliot was reelected HFAC Chairman after being nominated by Thomas Hirsch and Emily
Mitchell. The meeting was cut short due to a malicious disruption by hackers. The proposed date for the next HFAC
meeting is 18 August 2020 at 7:00 p.m. and a new media to present the meeting will be considered and communicated
to the group by the chair.
The meeting adjourned at 7:38 p.m.
