Minutes – February 18, 2020

1. Call to Order: HFAC Chairman Chris Eliot called the meeting to order at 7:02 p.m.
2. Announcements:
• Chairman Eliot recognized Mike Rosenberg’s last HFAC meeting, and expressed his gratitude for Selectman
Rosenberg’s 12 years of service. Commission members also thanked Selectmen Rosenberg. Selectman Rosenberg
reflected on his service and thanked the committee
• Lincoln services down due to water leak impacting Listserv where Agenda distributed
3. Monthly Noise Reports: Amber Goodspeed presented the January Noise Report and noted that:
In January 2020 as compared to January 2019:
• 7am - 11pm operations increased 9.7% in January 2020
• Singles (including touch and goes) increased 19.7% in January 2020
• Turbo activity increased 8.7% in January 2020
• Jet operations decreased 4.7% in January 2020
• Helicopter activity increased 2.5% in January 2020
• Noise disturbance reports increased from 67 in Jan 2019 to 228 in Jan 2020, made by 18 separate callers
4. Capital Programs and Third Party Development Reports: Anthony Gallagher presented the Capital Programs and
Third Party Development reports and noted that:
• Ross-Rectrix lease agreement has been executed. A designer for the T-hangar relocation will be selected on
February 25.
• The East Ramp repair project will have a 2nd phase this summer, consisting of repairing two ramp areas and the
entrance to Taxiway J. The taxiway J lights will be replaced with LED lights.
5. Citizen Comments: Citizens commented on and/or asked about the following topics:
• Recommendation to reach out to Lt Gov Karyn Polito about MA DOT letter.
• Impacts of movement of T-Hangars to north part of airfield. Request to separate the Ross Rectrix project and T-
Hangar project in the reports.
• Aircraft owned by PlaneNonsense
• Noise complaint about large, low aircraft over Bedford
6. Cargo or Scheduled Commercial Passenger Services
• No interest expressed
7. Minutes: The November 2019, December 2019 and January 2020 meeting minutes were approved.
8. Other Business: The proposed date for the next HFAC meeting is 17 March 2020 at 7:00 p.m.
9. Adjournment: The meeting adjourned at 8:25 p.m.
