welcomed all to 19 July meeting pursuant to current law o Governor Baker signed law on 16 July extending expiration of Open Meeting Law to 31 March 2023  Chris McCann provided three years of Airnoise complaint data to Chairman Eliot; will discuss later in Agenda  Chairman Eliot shared question from a Lincoln news group about a weekly helicopter around 11:30pm to midnight o Flies over Old Concord Road in Lincoln; Amber Goodspeed will investigate possible aircraft  Chairman Eliot noted Annual State of Hanscom will be presented as part of the normal agenda for the meeting  Minutes: The June 2022 Meeting Minutes were reviewed for approval  The June 2022 Meeting Minutes were approved unanimously with the following amendment: o Change to last name for Julie from “McCray” to “McCay” in the Attendees section  Cargo or Scheduled Commercial Passenger Services  Chairman Eliot asked Massport the two questions about Cargo and Scheduled Commercial Passenger Services o Amber Goodspeed responded Massport has not been approached by heavy cargo or commercial scheduled passenger service  Monthly Noise Reports: Amber Goodspeed presented the June Report and noted that: In June 2022 as compared to June 2021:  7am - 11pm operations decreased 6.7% in June 2022  Singles (including touch and goes) decreased 20.0% in June 2022  Turbo activity increased 16.2% in June 2022  Jet operations increased 20.1% in June 2022  Helicopter activity decreased 0.7% in June 2022  Night Operations (11pm-7am) increased from 210 in June 2021 to 270 in June 2022, a 28.6 % increase  Barbara Katzenberg questioned if US Open induced an increase in noise reports; charts show numbers  Chairman Eliot requested number of noise monitors be returned to the report on page six  Capital Programs and Third Party Development Reports: Amber Goodspeed presented the Capital Programs and Third Party Development reports and noted that:  The Vegetation Management Plan was completed in July; all work completed in Jordan Conservation Area  Relocation of Salt Storage Shed has been funded for fiscal year 2024, work in second half of calendar year 2023  Ross Aviation has been acquired by Atlantic Aviation and construction is ongoing  T-Hangar relocation construction is scheduled to be completed in October of 2022; construction ongoing  Taxiway Romeo maintenance activities to begin 01 August; trucks Mon-Fri during regular business hours o Emily Mitchell queried about movement of trucks on site; 8-10 is estimated average of daily truck trips  Runway 05/23 rehabilitation scheduled for summer of 2023; additional project information is upcoming o Construction activity expected to be primarily via Hanscom Drive while working on south part of runway  Agenda Items: Topics discussed on published agenda:  Amber Goodspeed presented the State of Hanscom report: report provides a brief overview of Massport, Hanscom Field history, traffic comparisons, financial results for fiscal year 2021 and economic benefits o Full report discussed can be accessed at https://www.massport.com/media/khjo0oua/2021-state-of-hanscom.pdf o The 124,566 operations in 2021 indicate a 25% increase compared to 2020 and 3.2% decrease compared to 2019 o In 2021 Massport continued vegetation management program to identify and remove dangerous obstructions o Airport rescue, firefighting and Customs and Border Protection facilities have standardized procedures across all three Massport airports in order to enhance safety and coordination efforts o US Department of Agriculture regularly conducts field visits to monitor and evaluate wildlife on the airfield o Capital Funding projects at Hanscom Field are listed in the report through fiscal year 2026  Chairman Eliot asked if communications upgrades will result in facilities capable for hybrid meetings o Emily Mitchell had question on amortization in budget; amortization is of all capital projects over past years o Barbara Katzenberg queried about increase in military operations from 2020 to 2021; stays 1% of total traffic o Margaret Coppe asked who pays for Customs inspections; Customs is revenue neutral program so Massport pays to have Customs services available and then recoups costs by charging aircraft who receive inspections o Margaret Coppe would like to see clarification on parking to indicate aircraft so not to be confused with vehicle o Margaret Coppe wanted to know where jet fuel taxes paid to the four towns are listed; tax revenue is dispersed by the Massachusetts Department of Revenue and not Massport o Margaret Coppe questioned scope of report; everything listed in report is specific to only Hanscom Field o Link to the report on Massport’s website will be provided to Chairman Eliot that he can share  Chairman Eliot received Airnoise data which includes the tail number, operator, registered owner, location, elevation and distance from complainant; will help HFAC determine type of aircraft causing complaints o Chairman Eliot not comfortable about releasing names of registered owners and aircraft tail numbers o Data can be displayed as map, show aircraft type, complaint numbers, etc. o Ira Goldman is an Airnoise user and would be happy to share weekly noise reports of his data o Barbara Katzenberg interested to see what patterns emerge after analyzing the data to see what can be learned o Chairman Eliot observed multiple pilots, mostly single engine and jets, consistent around ends of airfield o Emily Mitchell would like to track data for a while to establish baseline; less comfortable to identify individuals o Chairman Eliot noted data not exact but aggregated quality can be useful; heat maps can clearly show paths o Thomas Hirsch suggested one could predict location of aircraft due to defined patterns of navigation; paths required for navigation due to glideslope, runway location, air traffic control and aerodynamics of aircraft o Amy and Christopher McCoy indicated Airnoise button not practical due to desire to add descriptions of aircraft o Emily Mitchell hopes data can paint better picture to identify and elevate issues to a body of more authority o Jennifer Boles concerned for residents who speak up; would like to see Massport contributions to towns be included in report; Amber Goodspeed explained funds go through Massport’s charitable giving program o Chairman Eliot hopeful that new FAA representative can help at HFAC meeting o Thomas Hirsch, Emily Mitchell & Chairman Eliot agreed annual Airnoise reports most valuable and manageable  Emily Mitchell expressed desire for information about lead and leaded avgas be a focus in next ESPR  Citizen Comments: Citizens commented on and/or asked about the following topics:  No topics outside agenda items were raised by Citizens  Other Business: The proposed date for the next HFAC meeting is 20 September 2022 at 7:00 p.m.  Adjournment: The meeting adjourned at 8:43 p.m. Attendees: Christopher Eliot, Margaret Coppe, Barbara Katzenberg, Thomas Hirsch, Emily Mitchell, Amber Goodspeed, Michael Vatalaro, Christopher Boles, Jennifer Boles, Ira Goldman, Amy McCoy, David McCoy, Karlen Reed and Mike Rosenberg.
