HomeMy WebLinkAbout2022-07-14-LBAC-minTown of Lexington Bicycle Advisory Committee 7/14/2022 14 July 2022 / 7:00 PM / via Zoom ATTENDEES Members: Ram Reddy, Jim Cadenhead, Suzan Chen, Dave Armstrong, Also Attending: Susan Barrett (Transportation Manager), Omar Khudari, Peggy Enders, Richard Canale (Battle Road), Ross Morrow (Town Engineer), Guests: Tom Wilson, Tyler de Ruiter (consulting company) FoLB/Bike Lexington 7:00 – 7:30 pm 1. Treasurer’s Report - Cash Balance ~20K updated. Accountant has completed Tax Returns (last 4 years)..being reviewed. 2. Tour de Cure Event - Tim Wilson - Needs for the event. (p.s.: per team member, needs to raise $250). Marshalls/volunteers would be sort of biking (helping folks with minor bike issues). Need help at Rest Stops. Wellness Area - FoLB can help with. Met students at the Bike Rodeo - Susan will help coordinate mail to students. Omar, Dave volunteered. Link for Sign Marking was given. Suzan Chen will send a message to her contacts for volunteers. 3. Burma Shave Signs update - Peggy will work separately with the group, on new signs. On restricting biking on the sidewalk, Peggy explained signs that would indicate restricting biking on Center sidewalks - No Biking on Center Sidewalks signs / Walk Your Wheels Zone / Please Walk Bicycles on Sidewalks - Start with them being temporary. 4. Upcoming Events – Volunteers Needed ● Tuesday, August 9: Farmers’ Market Bike to Market Day Bike Corral (also September 13 and October 11) - Well attended ● Sunday, August 21 Tour de Cure: Advance Prep and On-Site Help (Bike Lexington Table and possible Friends team) - already talked about it ● Saturday, October 22: LexDoingGood - Peggy will communicate ● Oct 8, Rediscovery Day is back (more details are expected) Lexington Bicycle Advisory Committee – 7:34 pm 1. Approve June 9, 2022 Meeting Minutes - Approved. 2. Liaison Reports ● Ross Morrow - • Hartwell ave - 1.5 weeks - micro overlay • Westview as well (detour) • Lowell St water line - Burlington this year / Arlington-side - full 2 year ● Suzie Barry - New Select Board Liaison - None ● Report from Planning Board - None ● Alex Hagenah (Police) - None ● Susan Barrett – • Bike Rodeo went well - Arnav was there, Tim and Ram helped as well. • Bicycle Friendly America Application Portal - Renewal this year. Application went offline. Waiting till Feb 23 deadline, would be better. (https://bicyclefriendly.secure- platform.com/a/organizations/main/home). • Lots of Information here. (Peggy - Said that it takes 2 month to put this together, Staff effort would help). Can work collaboratively - this year - all work on this at the same time. Good idea to start in Fall - meeting. Susan volunteered one of the assistants (Mel) to coordinate the effort. • Education - Schools - Pedestrian Bike Education - Health and Wellness person can help. DESC (Dept of Ele and Sec Schools)- approved curriculum is available. Judy Crocker will get School Supdt to introduce this curriculum • State Senator asked for Transportation Bond Bill inclusions - Blue BIke Share got in. • ARPA fund usage - Bike Racks in East Lexington, got included. ● Richard Canale - ● Rte 2 A - no updates ● The Battle Road Scenic Byway Committee applied for a Federal Highway Administration grant. Included in the proposal is construction funding for a re-configuring of the Minuteman Bikeway crossing at Hancock Street (on the Byway) with a safer crossing. We will know by early Fall if we are successful. ● Mass Dot - Landuse Plan Rte128 - Lots of ideas discussed (happened yesterday). Showed number of projected trails in Lexington (ppt will be available in 2 weeks) https://www.mass.gov/route-128i-95-study 3. Battle Green Streetscape Update – Ross Morrow updated (Lincoln St sidewalk next month. Vision Zero-monday meeting soon. Finalize Aug 22). Ross presented Battle Green Streetscape Powerpoint - Nov 2023 bid date. Omar suggested green paint on the rotary. Ross- No sharrows at the Battle Green triangle. Peggy suggested that it should have sharrows. Committee agreed that LBAC should write a letter to Select Board (Betty?). Ross- Hancock safer - make it a perpendicular crossing (S-curve). Hancock improvements-later. Would LBAC letter saying - green paint, sharrows help? Ross says put it in a letter. Richard agrees with Peggy 100%. Richard - is there an expectation about what bikes should do - No sign plan - Ross says. Tyler de Ruiter (from Consulting company) -would need maybe 1 sharrow sign for each of the 3 angles. Dave-can’t say don’t bike sidewalks but no sharrows. Jim-Likes the idea of green lanes - put it in the letter. Ross - Pleasant Street, Watertown - also can suggest green paint there. 4. Comprehensive Plan Transportation Goals Review – The goal was to compile a list of comments to send to the Planning Board regarding the Transportation goals. Silver would be a good goal. Lots of usage of “encourage” and “consider” - need more specific goals. Dave has put notes - Require employers instead of encouraging them. Suzan - use of technology Dave - next meeting in August. Comments are due for Part 7 - in Summer. Dave suggested we write a letter and submit it as a letter to LBAC. Can we vote? Voted and Approved by Committee 5. Signage Project Update – Jim may have an update? Not a whole update…Jim spoke to Ross briefly in May. Does not have hard copies. Only pictures for now. Arlington and Bedford same. 6. Other Business Meeting on Thursday September 15th instead of Sept 8th. Approved.
