HomeMy WebLinkAbout2022-09-08-GCC-min (draft)Greenways Corridor Committee Draft Minutes 8 September 2022 4:30 to 6:00 pm via Zoom Conference Members Present: Mal Crawford, Alex Dohan, Peggy Enders, Eileen Entin, Bob Hausslein, Bobak Moshiri, Keith Ohmart (chair), Stephen Perkins, Mike Tabaczynski Other Attendees: Charles Hornig (Planning board), Suzie Barry (Select Board), Susan Kenyon Meeting Minutes of June 2, 2022 approved unanimously. Reports/Updates: Selectboard Liason Selectboard liaison Suzie Barry introduced herself and all GCC members introduced themselves to her. Meagherville “Muddy Angle” Peggy reported that the partially constructed boardwalk project in Meagherville is on ACROSS routes and therefore needs temporary ramps until the next scout can be scheduled to complete the work. Brochure Distribution Keith asked GCC members to revisit the ACROSS brochure distribution spreadsheet previously distributed as help is still needed. Bobak said brochures in dispensers were going fast. Peggy reiterated the same for bikeway maps. Landlocked Forest Permission The Burlington Landlocked Forest sign and trail name group’s project request is on the Burlington Selectboard Sept 12 agenda. The Landlocked Forest friends group[ is well connected in the town and feels the board will approve the request. Wayfinding Signs Keith: W ayfinding signs 4, 9, and 10 will be updated soon. ACROSS Marker Maintenance Keith received a reminder from a resident to be sure to back all of our route markers and signs out of trees when maintaining routes. Bobak said all the signs were backed out the last time he was in Willards Woods, which the resident specifically mentioned. Discovery Day Keith: Discovery Day is Oct 8 and volunteers are needed to staff a table. This event is a good opportunity to talk cycling and walking with residents. Neighboring tables/tents are the bicycle committee/Bikeway friends and CLC to share as many common volunteers as possible. Volunteers should contact Bob. FY24 PIR Keith again asked Carol Kowalski for FY24 PIR money to reprint the ACROSS brochures. Meeting Format Keith will circulate a poll to members about future meeting options. The state legislature has extended virtual meetings until March 31 of 2023. The hybrid option now exists. Mal asked about ventilation and separation within town facilities. Suzie said all meeting rooms will eventually be upgraded to hybrid capability. Website Keith will compile web site changes/corrections suggested by GCC members and send them to Kathy Santos. Open Space and Rec Plan Keith, Bob, Bobak, and Alex attended the last Open Space and Rec plan input session. There were many spontaneous positive comments about ACROSS and GCC. It was suggested that current concept map should be shared to appropriate staff (conservation, recreation) for possible inclusion. Peggy pointed out that there was some confusion about ACROSS in town plans and documents, which implied it was all conservation single track. Suzie suggested further education of the town staff and committees. Alex said that ACROSS is major bridge between conservation and recreation. Suzie asked whether ACROSS was in the rec brochure? Susan said it was but not recently. Suzie suggested proactively asking for inclusion in the rec and other town activity brochures. Keith mentioned this ties well with the ongoing ACROSS marketing project. Rec Committee Liason Keith said the current liaison Christian Boutwell can’t attend GCC meetings, but is looking into appointing someone who can. Participatory Budget Process Keith explained the participatory budget process for on the ground improvement (capital expense) suggestions to the Town from cictizens. Stephen suggested a list of important crosswalks. Peggy asked where the funding is coming from. Keith answered ARPA, and asked whether submissions require budget numbers or does staff figure that out. Stephen answered that budget numbers are encouraged and useful and he will contact Ross Morrow at the DPW about costs before submitting his proposals. Keith mentioned that the DPW has been good about doing what we need. Committee Charge Keith requested comments on the GCC committee charge draft he previously circulated, which adds actual activities, walkability, and associate members for non-members who still help with GCC work. Those present expressed satisfaction and Keith will work with Suzie on updating the charge when all comments are in. Bike Ped Plan RFP A draft of the RFP for the upcoming Bicycle and Pedestrian Plan project was circulated to GCC members. Peggy said the draft seems pretty rough at this time and was unsure of the deadline for comments, but GCC members should send comments to her as soon as practical. Keith suggested the Hanscom community would like a connection to bikeway and its representative Jeff Roth has been active in cycling in Lexington for many years. ACROSS Concept Plan Keith shared the latest draft of the ACROSS concept map for live comments by those present. A shallow level of detail was discussed but the consensus was that the map and explanatory spreadsheet were appropriate for possible inclusion in OS and rec plan. Pending Items: Archive options for maintaining copies of ACROSS artwork, etc. The meeting was adjourned around 5:45 pm. Next Meeting: October 6, 4:30-6 pm, location and format (in person, remote, hybrid) TBD. Future Meeting Dates: November 3, December 8
