in attendance in the audience: Angela Frick, Jacquelyn Smith,

Robert Bowyer late in the meeting.
1. Analysis of Residents Survey (;Tail questionaire) on usr of
attitudes toward the Center. Warren Cormier, Director
John Nelson of DECISION RESEARCH, INC . presented view graphs
of the computer omputer printouts , based on tapes compiled by�Thomas A/ 4

According to r. Cormier of the 250G- forms sent
out, 707 were usable. This 30,1 return was very good . Usually
a 10% return is expected on a mail questionaire. Committee
members were very impressed and pleased with Decision Research, Inc .
L .l`r. , Inc . asked for feedback in ways the committee would like
the data interpreted . Smith and Battin felt there was some infor-
mation that had been inadvertantly left out , 'but were very pleased
on the whole. We were all impressed and enthusiastic with the work.
ir . Cormier said that in 2 weeks he expected to have his report
ready, and that he looked forward to a joint meeting the first
part of November to lead a discussion/presentation to the Board
of Selectmen, the Planning Board , Executive Committee of the
Chamber of Commerce , the press and any interested citizens .
6. 2 . Review of Parking Rules and Rei:uiations . Wally Tonaszuck said.
that the Belfrey lot lease had been renewed for an additional
3 months to Nov 15, 1982 with 47 rented and 1 vacant. The Meriam
St. 94 parkin>z slots have been resold for 6 mo to Feb. 15, 1983
with 46972 received . The Church of Cur Redeemer lot on Meriam
St had been paved . He showed a plan of the '-.eriam St lot behind
the old R.R. Sta.and indicated that 30 spaces could be picked
up there, if you utilized all Town-owned space. We would have
to build a concrete retaining wall with a stockade fence to
protect the abutting neighbors--2 of whom would be directly
affected . It was agreed the early neighborhood input was essen-
tial. Cost (ballpark approx) would be 453,000 to pave . We
continue to receive 4125. a day from the ticket machine.
3. Report of Parking Stock Subcommittee . Bob Sacco reported that

10 households on Oakland St . preferred 2 hr parking . In surveying
the restaurants it was mid-day when there was insufficient parking.
The evening was all right. Lighting at night on the Meriam St .
lot might be an issue in the future . 10 hour meters were suggested
for Grant pit . On-street parking is free after 6 P . I..,
Traffic survey data collection has been completed , but the
survey part by Norman Abend , Wally Tonaszuck and Bob Bowyer
needs to be coapleted by the end of November. We need to com-
plete this so we can make corrective measures , if needed , and
report back to the Town Meetil-at in 1983

4 . Report of Beautification Subcommittee. Jack Powell reported
that his committee had had barrels with flowers installed on
the south side of Mass . Ave. , and that they had been a great
success .
5. Charge to Land Use Subcommittee. The members of the sub- -
committee were introduced : Sorensen, Smith, Judy Newman,
Henry Peterson and L. Nichols , Chairman. Don Olson was un-
able to attend . The Charge was given and discussed (See
accompanying sheet) . Before the subcommittee can proceed ,
they will need the results of the Survey data and the A.A.PC
.:arket analysis .
6 . Other business . The Committee was polled individually_ about
going into executive session to, discuss financial matters
concerning a parcel of land .at approximately 2: 15 and -came
out of executive session about 2:40 P .M.

EXECUTIVE SESSION
September 30, 1982'
2: 15 to 2:40 P .M. Approx.
In Attendance: Chairman _largery Battin, Joseph Trani , William
ilothorpe , r.arsten Sorensen , Jack Powell, Robert Sacco, Judy
Newman, Henry Peterson and Laura Nichols . Allowed to attend
were ::ASC Rep . Angela Frick, Robert Bowyer, Walter Tonaszuck,
and Planning Board Chairman Jacquelyn Smith.
-iscussion--the Belfrey lot. Harley Anderson of Grace 'Cha el was
reported to have said that the land is appraised for 490,000
on the basis of two home building lots , but that the land could
well be worth more than that . The Church has considered selling
the lot, and they has also considered building a school on the
site. They extended : ' the lease for 6 months ; the last lease
was for 3 months .
Bally Tonaszuck reported that receipts from the parking program
were 4125,000 (approx) and 450,000 (approx) in operating- :
expenses , leaving approximately 475,000 available for parking
improvements . The Belfrey lot has the potential for 60 parking
spaces . Permission was given to Wally to proceed to look into
the acquision of the Belfrey lot and to survey and design a
new plan with cost estimates for the Xeriam St. lot owned by the
Town. This notion was made by Bob Sacco and seconded by
Joe Trani .
