Selectmen's Meeting Room
PRESENT: M. Battin, David Wells, M. Powell , R. Ossman , F. Bussgang ,
W. Bowen, E. Barsam i an , M. Kahan. Also attending were
Richard White, Town Manager, Peter Chalpin , Traffic Safety
Committee, John Theriault, Chamber of Commerce.
Rick White spoke to the need to raise parking meter and parking lot fees
for increased revenue. He reported that the Lars contract , at a cost of
$64,000 for monitoring of the Meriam Street Lot , produces $32 ,000 in revenue.
He proposed fee hikes at the lot of 25ct for 1 hour , 50X, 1 to 2 hours, 75(t
for 2 to 4 hours, and $1. 00 for 4 hours and over. He recommended an increase
of meter fees and permit fees ,as shown on the attached sheet. The Committee
voted unanimous support, with Chairman Battin abstaining.
Current revenues from all parking sources total $163 ,000 and the total
additional revenue to be realized from the proposed increases would be $150,000.
Mr. White stated that fee hikes would not increase either police or DPW
services in the Center. The revenue would be used to offset increased costs for
serices already being rendered and for traffic as well as parking related im-
provements He is also requesting a civilian parking enforcement officer which
had been recommended by the Center Revitalization Committee.
He saw the need to encourage all -day parkers and employees to use the Meriam
Street lot more frequently, releasing street parking for customers.
The Manager will work toward cooperation between the Town and the Chamber of
Commerce regarding the issue of cleanliness in the Center. He will draft a letter
with the President of the Chamber to be sent to all business owners regarding
their responsibilities and the penalty for non-compliance.;
Peter Chalpin, Chairman of the Traffic Safety Committee, spoke on pedestrian/
crosswalk safety. Regarding the installation of the island at the Green, he felt
that it is working fairly well , but agreed that its appearance is poor. He reported
on the plans for increased lighting near the Statue. Curently there is one light
with a 6-foot bracket. A 30,000 lumen light, with a 12-foot bracket, is proposed.
This work can be accomplished by the Edison Company by mid-February.
Mrs. Battin , whose term on the Committee has expired , invited Lexington Center
Committee members to her home on March 11th at 3 .30 p.m. for a wine and cheese get
together. Members of the Committee voiced their appreciation for Mrs. Battin's
years of service as Chairman.
The next L.C.C. meeting will be on March 15th in the Selectmen' s Meeting Room ,
at 12 Noon.
