HomeMy WebLinkAbout1989-07-27-LCC-min.pdf Lexington Center Committee Minutes 7/27/89 Members present: Margery Battin, Chairman, Norma Bogen, Morton Kahan, Robert Ossman, Marian Powell CROSSWALK SAFETY The Committee reviewed the Selectmen's response to our recommendations, most of which were adopted. It was decided that the committee's responsibilities for the tasks assigned to us should be as follows. Battin is to determine locations at the entrances to the town for the signs which are to specify that the pedestrian crosswalk law is strictly enforced. She is to discuss the sign design with the DAC; the LCC will then recommend wording. Battin will also draft the letter to be sent to the local industries by the Chairman of the Board of Selectmen and the President of the Chamber of Commerce. Ossman and Powell will design the flyer which will be sent to the industries for display on their bulletin boards as well as the one to be distributed to school children and distributed Discovery Day. Wording will be worked on by Bussgang, Fortmann, Powell and Battin. Bussgang and Fortmann will write the article on how to use the crosswalks for the MinuteMan as well as notices for church newsletters, PTA bulletins, Chamber and CoA Newsletters. Barsamian should urge all Chamber members not already doingso to display the crosswalk poster which won the Chamber crosswalk poster contest. It was suggested that the committee consider recommending that the crosswalk lanes at the traffic light consist only of parallel lines, not crosshatching. They are su- perfluous u-per luou i as the light not the striping should guide; they add to the visual confusion in town. The committee decided to request the Selectmen to let the LCC and DAC review and comment on the design of the temporary island after it is prepared by engineering. PRELIMINARY DRAFT: GUIDELINES FOR THE PRIVATE SECTOR BY DAVID DIXON Comments had been received in writing from Wells and Bussgang and are incorpo- rated in the following observations made by the five members present. The committee agreed with Walter Pierce that the report should be clear, clean and simple. Contradictions and poor sentence structure were noted. Ossman pointed out that in a discussion with Dixon representatives about lighting fixtures they were concentrating on specific fixture designs and not the overall lighting concept which should precede any recommendation for specific products. Battin is to contact Dixon with the following recommendations: The final report should identify the problems which their recommendations are in- tended to correct. The report should give specific examples which graphically illustrate what they are telling us to avoid. The report should be in a 'How to' format with specifics for the laymen who will have to implement the recommendations. An overall concept for each design element should precede recommendations for specific products. In view of the fact that many recommendations they make are contrary to present by-law, their final report will have more credibility if they acknowledge this fact in the text by statins, for example, `Contrary to present by-law (rule or regulation)' every time the recommendations warrant it. Changing by-laws, rules and regulations makes implemen- tation slower and more difficult. OLD BUSINESS Ossman reminded the committee of our concern with Center cleanliness and our previous discussions with our Selectman liaison McSweeney and the DPW about pur- chasing equipment to blow debris out of cracks in the brick. The text meeting of the LCC will be on Thursday Sept. 14 at noon, Selectmen's meeting loom. Dixon and Associates will have the section on the public sector available prior to tlrat time.
