HomeMy WebLinkAbout2022-08-25-PBC-minTOWN OF LEXINGTON Permanent Building Committee Permanent Members Jon Himmel, Co-Chairman, Charles Favazzo, Co-Chairman, Peter Johnson, Philip Coleman, Celis Brisbin, Elizabeth Giersbach, Frederick Merrill Police Station Members: Semoon Oh, Wendy Krum Associate Members: Curt Barrentine, Henrietta Mei PBC Minutes for the meeting held on: 8-25-22 Meeting was held remotely via Zoom Members Present: Jon Himmel, Charles Favazzo, Peter Johnson, Phil Coleman, Celis Brisbin, Frederick Merrill, Semoon Oh, Wendy Krum Curt Barrentine, Henriett Mae The PBC Meeting was called to order at 5:00pm PBC Meeting Minutes Staff presented that the Minutes for 2-3-22 had been previously held over for some edits which are now complete / incorporated. The minutes for 5-24-22 were emailed out on 5-25-22 and any comments received to date have been addressed. A Motion was made and Seconded to approve the minutes presented. Motion to Approve the Meeting Minutes for 2-3-2022 and 5-24-2022, as edited. Motion by Phil Coleman and Seconded by Chuck Favazzo, the motion was approved unanimously. PBC Business Staff had two general business items/updates, the first being that • Joe Pato has replaced Mark Sandeen as the Select Board Liaison The second was an update on the Share File system. • A request was made a bout a share file location being made for PBC to access Documents. The IT department has put this together and is working with Facilities staff to have everything working properly. A notice will go to PBC soon. Westview Cemetery Staff presented an update on the overall Construction activity at Westview Cemetery. Work is progressing, consistent with the working schedule and contracted deadline. No Current Changes to Construction Costs. Temp Police Project Update Temp Police project wrapped up on schedule save 1 item. Manual transfer switch / Docking station is still on order and a late August or early October delivery is expected at this time. The Building power does not need to be shut down when the tie in is made. Final Payment & Retainage being held until after switch installed Budget Budget Committed Construction $351,100 $351,100 Construction Contingency $ 35,100 $ 18,209 Complete Police HQ Project Update Staff updated on Police project activities: • The first of 3 Dispatch positions were moved to 173 Bedford street on 7/18 as Trial, the move was successful • All remaining dispatch and Shift Commander operations were moved on 8/1/22 along with all 911 calls and official dispatch operations. This move was successful. • Police staff and all remaining department operations were moved to 173 Bedford street on Wed 8/3. Staff announced that Dore & Whittier was hired as the OPM firm to work with DPF on the Police station Construction phases. DPF utilized an On-Call OPM solicitation that they have in place. Tecton provided the PBC with an update on the Filed Sub and General Bids received on the Police Bid. The Low GC Bid of $26,250,000 is under budget and was submitted by CTA Construction. PBC was reminded that CTA built the LCP, 201 Bedford street and the Harrington school. The Bid received was $310,000 under estimate. It was asked if a software program would be used to track documents and communications. The architect advised that they use a system called Newforma and the Contractor can use Procore. One of those systems would be agreed upon and used for the project with all parties having access. A question was asked if the soil below the Streetscape laydown area was being tested, due to equipment or soils stockpiling, prior to the Police station project taking over, so a clean “bill of health” is known for the area. Staff would follow up on this. DPF is following up and working with the folks associated with the Hosmer House and this is a closely followed item. Current plan is that it will be relocated in advance of it becoming a problem for the Police Contractor. It was asked about the budget and contract provision for contaminated soils. The architect replied that there were unit prices in the specs for various types of soils issues along with Base Bid quantities to be included. There was also contingency money for unsuitable soils if needed. CTA has been directed to prepare the contract schedule for review. March 5, 2024 is the contract date for Substantial Completion, however Police move in is not slated until June of 2024, to allow for punch list, Commissioning and building shake out. PBC recommended that CTA be required to include critical equipment leads / deliveries in their schedule. The project Specifications call for regular Schedule updates and Recovery schedules if the primary schedule slips. Motion to Recommend to the Town Manager, award of the Police Station Construction Contract to CTA Construction in the amount of $26,250,000 for Construction of the new Police Headquarters. Motion by Chuck Favazzo and Seconded by Phil Coleman, the motion was approved unanimously. Mike Cronin advised that there was a process underway looking at owning solar canopies instead of PPA agreement as we have done previously. DPF has hired Tecton to advance design work of the solar canopies for this campus. The current design ideas are being presented to the HDC on 9/1/22 and PBC was encouraged to watch the meeting for an update on the first few ideas. The solar designs would be brought to the next PBC meeting. Next PBC Meeting scheduled for 9/22/22. Motion made and seconded to Adjourn, motion passed 6:00 PM
