PBC Minutes for the meeting held on: 02-3-2022
Meeting was held remotely via Zoom

The PBC Meeting was called to order at 5:00pm
The SLC meeting was also called to order (Celis Brisbin, Todd Rhodes, Cindy Arens, Paul
Chernick, rick Reibstein and Dan Voss in attendance)
Tecton Architects made a presentation on the Temp Police and Police HQ projects
Temp Police Project
The GC bids had been received and the low bid was $351,100 against an estimate of $350,000.
Low bidder references will be checked.
Police HQ Project
Tecton provided a brief overview of the plans and elevations. There were slight adjustments in
the training room internal layout, Sgts office and report writing switched places, The Locker
room breakout was settled at three Locker rooms, and the future social services spaces was
shown as divided into 4 spaces to allow for multiple users. Elevation changes were limited to
the rear dormer.
Budget Update
• The Estimate shows significant escalation over the last year and a half in addition to the
cost of the added square footage. The architect discussed the changes since the July 2020
SD estimate and the current: Hosmer House relocation costs were reduced to $300,000
• The Construction Contingency was reduced to 7.5%
• A budget line was added for Building technology as well as an increased OPM fee to cover
extended construction duration.
It was asked how much of the increase might be due to added square footage and how much
escalation. Simply using cost / sf the added square footage could be around 3.5 million.
Energy Model
The updated energy model summary was reviewed and compared to the two baseline models
The updated expected energy load is 385,000 kWh based on 24/7 operations.
LEED/Lex Checklist/Red List
A cursory review shows that all Lexington initiatives are met.
Further 66 LEED points are projected yes with another 8 points as maybe
This puts the project in the area of potential LEED Gold achievement.
Red List
The four agreed upon divisions being assessed were reviewed
Div 3 is fully red list compliant to date
Div 7 has 2 items flagged, otherwise all other items identified to date are compliant
Div 9 currently the only non-compliant item is the Terrazzo floor
Div 12 only 3 items flagged so far and the architect is still looking for alternates.
There was some discussion if the PBC should vote on supporting the project based upon the
original scope and then have the update on solar. Some felt the solar work should be part of the
full discussion, others felt that the police Project was at the completion of the Design
Development Phase and that is what needs to be supported for moving the building project on
to the Select Board for review and that the Solar / PV work was not at that level yet.
The Architect presented numerous options of PV canopy layouts over various parts of the site.
Some utilizing 100% coverage canopies and others around 75% coverage. Some options
showed an array that meets or exceeds the 385,000 kWh load and others that fall short.
The presentation was meant to show that many options are available. The architect discussed
the many other groups that would want to weigh in on the layouts and designs.
The presentation showed that Net Zero could be achieved on site if the town approved it. There
is encroachment concern for canopies that cover the rear parking lot spaces at the property line.
A statement was made that the net zero calculation should include the vehicle charging station
loads and that the speaker felt the Integrated Design Policy (IDP) supported such. PBC SB
Liaison stated as a co-author of the IDP that he did not feel that the IDP included provisions for
vehicle charging in the ‘building net zero calculation.’
One PBC member spoke out to say that he felt more VE needed.
There was discussion about the extent of infrastructure that should be included in the police
station project for the canopy PV systems. Staff indicated that they would instruct the architect
to include 1) electrical duct banks for the PV canopies in the parking lot and 2) electrical
provisions within the building but neither canopy footings or other exterior provisions.
The PBC Made and seconded a motion:
PBC Recommends Design of PV array electrical subgrade system be advanced so that
it can be included in the Police project& Budget.
Motion approved
The PBC made & Seconded another Motion:
PBC recommends the Police Building design proceed into Construction Documents
Phase, based upon Design Development materials presented on February 3, 2022 at a
joint mtg of PBC and SLC.

Schedule
The project schedule was discussed very briefly to support the need to have Design
Development Phase approval by the Select Board to prepare further for Town Meeting and to
have timely completion of the Bid Documents for a summer Bid.
