A “1 unit for every 7 units” Inclusionary By-Law was passed in Belmont, however no
affordable units have been created. It was mentioned that developers will find other ways to
build profitable units, in the towns that have passed Inclusionary By-Laws. Though it may
work in larger communities that more available land and with a 1 to 10 ratio.
Another suggestion was to add a density bonus or some other benefit that would make the
affordable unit cost neutral or slightly positive. However, the Planning Board was against a
density bonus.
