The next meeting will be on Wednesday, July 12, 2007, 7-9pm in the Attendees: Ken Kreutziger, Winifred McGowan, Florence Baturin, Iris Wheaton, Norman Cohen, Bob Bicknell, Betsey Weiss, Arthur Katz, Martha Wood, Mary Haskell, Inky MacDougall, Chris Eaton, Melinda Walker, Tom Harden and Jeri Foutter. Bob Bicknell chaired the meeting; Jeri Foutter took the Minutes. The meeting was called to order at 7:07 p.m. 1. Open Meeting Bob Bicknell introduced Melinda Walker, of the Lexington Housing Authority (LHA). Melinda Walker will be the LHA liaison for the Lexington Housing Partnership Board. The minutes of the April meeting were approved unanimously. 2. Committee Reports CPA – Betsey Weiss Moved: The Partnership moved to extend Betsy Weiss’ appointment to the CPC. The motion was passed unanimously. Communications Committee – Florence Baturin, Chris Eaton and Jeri Foutter Florence Baturin will coordinate a distribution plan for the brochures and posters. Several locations were suggested such as: Metco Office in Lexington and Boston, all the banks in Lexington Center, Planning Office and the Town Clerk’s Office. Web Site Development – Bob Bicknell It was suggested that the LHP members’ names and associations be added to the website. Jeri will send Paul Linton a copy of the LHP brochure, so it can be posted on the website. Foundation – Jeri Foutter Jeri provided a copy of the most recent Fiscal 2006/2007 Balance Sheet for the Foundation - Attachment A. Exploring Options – Iris Wheaton The Planning Board is considering revising Cluster Zoning. They will send a draft of the revision to the Partnership for review. Inclusionary By-Law – Mary Haskell Discussion was held on recent Town Meeting vote on the Inclusionary By-Law and the advantages and disadvantages to owning versus renting condos developed as affordable housing. Page 1 of 3 Lexington Housing Partnership A “1 unit for every 7 units” Inclusionary By-Law was passed in Belmont, however no affordable units have been created. It was mentioned that developers will find other ways to build profitable units, in the towns that have passed Inclusionary By-Laws. Though it may work in larger communities that more available land and with a 1 to 10 ratio. Another suggestion was to add a density bonus or some other benefit that would make the affordable unit cost neutral or slightly positive. However, the Planning Board was against a density bonus. 3. Report of the Chair – Bob Bicknell The Deed Restriction project – Judi Barrett was unable to attend the meeting. The Partnership discussed the current situation and the time line of events over the past few months. The Partnership agreed that Bob would write a letter to Judi requesting her report by June 15, 2007. The report will be reviewed by the LHP at its meeting on Thursday, July 12 at 7:00 p.m. Planning Board Events – In lieu of a June LHP Meeting, Bob encouraged members to attend the following events: CPC Training – “Affordable Housing and Open Space” st Thursday, June 21 @ 7:00 p.m. @ Estabrook Hall Affordable Housing Roundtable th Wednesday, June 27 @ 7:00 p.m. @ Estabrook Hall 4.
