HomeMy WebLinkAbout2009-03-04-CEC-minCapital Expenditures Committee (CEC) Meeting, 3/4/09, 8:30 am, Town Office Building, Room 111 Members Present: David Kanter, Shirley Stolz, Charles Lamb (Chair), Ted Edson Others: Marilyn Fenollosa (Community Preservation Committee [CPC]), Pat Goddard (Director of Public Facilities), Betsey Weiss (CPC) Stone Buildin Permanent Building Committee (PBC) meeting on 20 January 2009 with Susan Bennett (Lexington Historical Society), CPC, Ann Grady (professional historical architectural consultant); DK attended. Decided on the need for an Historic Structures Report (HSR) to decide what is there and what needs to be included in the plan. They estimated $35K- $65K for the HSR. They concluded they would ask for $180K instead of $271K. They'd get an HSR, but slow down on the schematic and Design Development phases of the D&E. Library Trustees had previously recommended the scheme with the ell. CPC then voted on 1/22 to support $180K even though they didn't need that much for architectural work. Susan would help craft the RFP, building on their success with contracting for the preservation and renovation of the Hancock-Clarke House. The Lexington Historical Commission (LHC) met and recommended that in year one we do some building envelope and stabilization work. Specifically, they'd remove the siding and fnd the original clapboards. This was reviewed at the next PBC meeting. CEC noted that it was not advised of the Stone Building being on the agenda for that meeting and, therefore, no member attended. PBC voted to change the scope along with what the LHC is recommending. Specifcally to do exploratory work on the interior and stabilization of the exterior. Carl Valente questioned going out to bid multiple times for multiple purposes. DK: Concerned with $130K being open-ended. Doesn't like the term "stabilization" since that was supposed to have been done as part of the insurance settlement. Doesn't see any work being required in the very next year (or so)-either to stabilize the building or to begin doing preservation work-that can't be deferred so as to be accomplished in accordance with the formal D&E specs that follow the HSR and, thus, as part of the full construction effort. HKT reports that the building is indeed stable. S S : Repair of clapboards could be large amounts of money. It comes down to the $180K is for, first, the HSR and then some limited, unspecified, building-envelope repair/restoration. No D&E would be included in that appropriation.
