" Mr. John Lyons, attorney for the Palmers, informed Mr. Spencer some time ago that' the, compromise valuation reduction had,been accepted and that he would notify the Appellate Tax` Board of -the withdrawal of the case. The 1940 Veterans 7 Exempt ion'Form 120 was signed by`,the Board and put in the mail"for Commissioner Henry F. Long. Three debarment bills were approved and signed by the Board for payment. Kelley, widow, ' of #40 Woburn Street had paid all but $ 20.00 of her 1940 real estate tax. , The Board voted, to abate the balance of her 1940 tax under Clause 18. Letter received from Mr. George V. Morse, Agent, "Bureau of Old Age Assistance, "in regard to the 1940 valuation on the real estate owned by M . " James S. Robb and wife of 13 Bedford' Street, was read and:the Board after considering the facts voted to reduce the 1940 assessment to 82990 so that Mr. Robb would be eligible for Old Age Assistance. Abatement of $7. 73 granted on James S. & Rose M. Robbts 1940 tax bill: Letter from Mr. George_.V.- More,' Agent, bureau of Old Age. Burke of '225 Marrett Road, was read and the Board after, considering the facts voted to reduce the 1940 assessment to , $2990 so that Mr. Burke would be eligible for Old Age Assistance. "Mr. Spencer• informed the Board that Mrs. Rhoda Cushman of = 11 Chase Avenue had come to the officef.and spoken about her unpaid. 1939 real estate tax bill which she had just received a demand on from the 'Tax Collector. Mr. Spencer told the Board that the circumstances of her case were `about the same as in past years. For the past several. ,years' the Assessors have abated the '•total, of the tax under Clause 18.' The' Assessors at this meeting "voted to abate the total of the 1939 real estate tax assessed to Elmer L & Rhoda C. Cushman, amount being $125.67. The' Board viewed Mrs." Elizabeth J. .Dunn t s property at #282 Mass. Avenue and at this meeting voted that no valuation reduction be made on the 1940 assessment because_ the Board did not feel that the pro- perty was over assessed. Notices dated Oct. 22, 1940. A letter dated Oct. 5th, from Mr. J. Joseph Hurley of 9 Vine Brook rRoad was read and the Board after discussing the matter and consider- ing his request voted to abate the total of the 1939 real estate tax of J. Joseph & Anne. T. Hurley amounting to 5219.75 Mr. Hurley is past 71 years of age and receives a very small salary '' as a night watchman. He informed the Board that he has a for sale sign ob his property. This abatement was granted under Clause 18, Sec. 5. Chapter 59, ' General Laws. The Board considered and talked over Mrs. Evelyn McVettyts request made in her letter dated Sept. 27th, 1940, for further help on herun- paid 1939 real estate tax and the Clerk was asked to write to Mrs. and ask her if she meant that she could pay 0100.00 more towards the balance of her tax and then see if the Assessors would abate the balance , namely:`439.60. Besides the real estate tax Mrs. McVetty is assessed for three betterment assessments and these apportionments and interest items make her bill much larger. The Board felt that they might be able to give her some additional help under Clause 18, but they did not feel that they could grant her ti as large an abatement as they did for her on her 1938 real estate tax 0, bill. The Board was told that Mrs. Mellow, widow, of 7 Smith Avenue had H` been in to see if the Board was going to abate the balance of her 1940 real estate tax. Mrs. Mellow has been receiving the 42000 exemption under Clause 17 for the past couple of years. A, � 1 The mortgage on Mrs. Mellow's property was re-written and adjusted j by the Home Owners Loan Corporation with the hope that Mrs. Mellow could carry the property along with the help she was expecting to get from her 'i son and daughter. Mr. Wal]. ce, representative for the H.O.L. C. , spoke to Mr. Spencer about her circumstances and Mr. Spencers aid. he would take the matter up with the Assessors and see what else they would do for Mrs.Mellow. 1 At the meeting of the Assessors held Feb. 27th, 1940 the Board dis- cussed the matter and they voted to abate the balance of Mrs. Mellow's 1 1939 real estate tax. Mr. Wallace was informed of this vote of the Assessors . Mr. Wallace informed Mr. Spencer that the H.O.L.C. was going to pay up the balance due on Mrs. Mellow' s 1938 tax and along with the adda.tiona) abatement voted on the 1939 tax the Tax Title would be released. 4 Before the abatement slips were made `'put and s-igned, the H. 0,.L. C. sent, their check to the Town Treasurer and it included the balance due the tow , on Mrs. Mellow's 1938 and also the.. 1939 tax. Then Mr. Wallace found out what the check covered he asked Mr. Spencert' if he thought that the Board would vote to abate, the balance, due on Mrs. Mellow's 1940 tax seeing the H.O.L. C. did pay the balance on her 1939 tax after the Board had agreed to abate it, and Mr. Spencer said he- would take the matter up with the Board at one of their meetings. The Assessors at this meeting said they would like _to know more about the adjusted mortgage figures before they took any action on this requestj and they suggested that Mr. Spencer get more data from Mr. Wallace. Letter from A. H. Gren to Wm.A. Seaman was read to. the Board. As ther.', was an abatement application on file from this party no action was taken at this meeting. The two letter from Attorney George S. Ryan of Arlington 'in regard to:. a settlement of the unpaid taxes on Ethel F. Bean's property were read ' .Z1 and the Board agreed to accept: his offer of 02700 providing the Assessors;; got. Commissioner Long!s. ;_authority on this matter. The request from Katherine Jacobs of 582 Mass Avenue.: for help on her unpaid 1939 real estate tax was considered and the Board. knowing this to r'`; be a worthy case voted to abate her 1939 tax under- Sec. 5. Clause 18, ' General Laws. The town would have to aid this woman by relief, so they felt it was better to let her Live in the propertyand abate the tax under her exist conditions. 4 Mr. Giroux, Chairman of the Selectmen, spoke to the Assessors about this case before they took action on her- 1938 ;taxes.
