The Board was informed that a 1939 real estate abatement application

dated Dec. 28th, had recently been received at the office. The Board
requested that the applicant Mrs Emma T. Pring of 20 Vine Brook Road
be informed by letter that they could not act on her' application becausd
l ! it was received by them after the final date allowed by Commissioner s
Long - Nov. 15th, 1939.
The Board suggested that the party be requested to write for a re-
valuation of her property for 1940 at once.
The Board was informed that a letter dated Dec. 18th and a 1939 real
estate application dated Dec. 7th, 1939 had been received from Mrs. Helen
C. Whittemore.
The Board requested that she be notified that they could not act on
her application because it was received after Nov. 15th, The Board sug-
igested that she write immediately” for a re-valuation of her property for
1940.
The Board was informed that the Appellate Tax Board had notified this.
office that the Mildred G. Tenney tax appeal had been withdrawn.
The Board was informed that The Prudential Insurance Co. of America
had entered their appeal to the Appellate Tax Board. Property of the

The Board was informed that there was a tax title on Bertram C. &
Mary E. Button's property located at 11 Greenwood Street and that they
it should rescind their vote of Dec. 15th, when they voted to abate the
1937 real estate tax upon receipt of Commissioner Longts authority.
Mr. Spencer said he had talked to Mr. George V. Morse, Temporary
(7' Agent, of Old Age Assistance, and told him that the Board

would abate the 1939 tax for the Buttons provided the back taxes were
fl, paid up and the tax title disclaimed.
'' Letter received from Florence M. Barton of 15 Bloomfield Street
was read and the Board voted to abate the 1938 personal tax of $10.20.
Mr. Spencer informed the Board that this party had talked to him
last year about the tax and he thought the matter was attended to then.
The Personal Property this tax was on was stolen from this woman's
home 'several years ago.
The circular letter dated Jan. 3rd, in regard. to ('.Round Table"..
discussion on Jan. 16th was read but all the Assessors said it would
be impossible for them to attend that meeting.
At 8 o'clock P. M. the five members of the Board and Mr. Spencer
went before the Selectmen at their request in regard to their 1940
appropriation.
Letter from Mrs. Annie Bornstein, widow, asking for some help on
her taxes was read but no action was taken.
The Statutory Exemption Application received from Concetta Cataldo,
wife of Antonion Cataldo of 47 Rindge Avenue, was examined but no
action taken. The Board requested that Mr. Cataldo's disability papers
be seen so that the Board would know all tthe: 'facts. This was the first
year that this party filed for exemption under. Clause 22.
The Statutory Exemption Application received from Mrs. Catherine
McEnroe of Cedar Street was examined and the Board voted to grant her
the $2000 exemption under Clause 17.
,The Board examined the Statutory Exemption Application received
from. Mrs. Emma Nash of 12 Theresa Avenue and they voted to grant her 1I
the $2000 exemption under Clause 17.
The Statutory Exemption Application received from Mrs. Anna Golobon7
of 39 Sylvia Street was examined and the Boardvoted that no exemption
be granted to her on her 1939 real estate taxes because of her equity
in the property, and because she filed the application after Nov. 15th.
Property assessed for $4100, and no mortgage.
The Statutory Exemption Application of Mrs Mary A. Ferry, widow,
of 32 Cedar Street was again considered and the Board voted to grant
her and her daughter another $1000 exemption under Clause 18.
The Statutory Exemption Application, widow, of 10 Greenwood Street
, ; was examined and because her equity in the property is over $2000 the
Board voted to grant her the $2000 exemption under Clause 18. Mrs. Cady's'
married son and family live with Mrs Cady, and the son does not have
steady work.
The Board was informed of the condition of Henry E. Lowe of 12 Avon
, Street, he being a disabled World War Veteran, and in need of some help
on his taxes. tax
The Board agreed to abate the 1939 real estate after the Statutory
Exemption Application is properly filled out and returned to t his office.
The Board was informed of the information received from the office
of the Arlington Assessors in regard to that part of John 0. & Lillian
r: R. Doughty's real estate. on Westminster Avenue.
The Board after considering what Arlington assessed to this party
and what Lexington assessed to this party for that part located in
Lexington voted that no reduction be made on the 1939 assessment .
The Town Line goes thru the Doughty property and the Assessors of
' Lexington did not feed, that that part of the property in Lexington was
over assessed.
Form 1C - Notice of Refusal to abate poll or property tax was
I; signed by the Secretary of the Board.

In regard to the application dated Oct. 14th from Gordon P. and 3
Robert C. Merriam on their property located at 6 Stetson Street, the
ji Board having looked at the property voted to reduce the house assess-
ment from 012,000 to 010,000, The Board also voted to grant the owners
an additional abatement on $2000. The owners of—this property have
I, tried to sell the property for several years and during 1939 tried to
make it into a two family house but the Town would not allow this to
be done.'
An abatement of $142.00 was granted by the Board on the 1939 tax
bill. - X
The 1939 real estate application of the Colonial Garage, Inc.
I dated Nov. 14th, was looked over by the Board but noaction was taken
II on the matter. Application laid on the table, , to be again considered
before the four month period is up. The property this application was
filed on is where the sewer and Vine Brook water pipes go thru and their'
I is litigations pending.
Mrs. Maria Amaru's 1939 real estate application was looked over but
i no action taken on it. The Board said they want this person or her
'' representative to come before the Board at another meeting and talk the
matter of valuation over.
Attorney Milton Quint and Dr. Harry J. Lee came before the Board at
7:45. P M in to the 1939 real estate application filed byDr. Lee'

Mr. Quint said he did not think he could add much to what was already on
record, and he referred to the 1939 application and attached letter
filed in September.

Mr. Quint informed the Board that after examination of the Lee pro-
perty for Inheritance Purposes that Commissioner Long cut the 1939 asses
ment from $15,850 to 09000, and that Dr. Lee paid inheritance taxes on {
09000, and that they considered that the fair assessment for the roper
A Mr. Caswell had sent the report that Mr. Quint had The Assessors
were surprised to know that Commissioner Long had cut the assessment and
without informing this office of his appraisal figures.
Copy of the report was made by the Clerk and the matter was to be
investigated by the office,
Mr. Quint informed the Board that there was no'mortgage on the pro
ii! perty, and that the buildings were always in need of some repairs.
The Board informed the gentlemen that they had viewed the property
and bad inquired of the tenants as to what rent they paid and they said;
(3) at $20; (1) at 035 and (1 ) at $15, total 0110 per month - $1320 perl
year rental income the Board had figured.
Mr. Quint said he did not know why the tenants should have s€,idethey
paid those rents, as they were not the amounts that Dr. Lee receives.
Dr. Lee said young Gordon who lives in part of the double `house collectq

the telephone and check the figures for he felt there was something wroz
The Board told the gentlemen that they felt 09000 was too levy' a
valuation for the property, and that they were getting better than 10%
on their income.
I', Mr. Quint said he was not a good bargainer and that he would be
i' willing to come before the Board at another time if the Board wanted .-
to investigate the matter further.

while the Assessors talked the matter over and Dr. and Mr.
Quint left the office.
The Board talked the matter over and then voted to re-
duce the 1939 assessment 0000.
When Dr. Lee and Mr. Quint were informed of the valuation
reduction from $15,850 to $12,850 they said the new figures
were satisfactory.

decedent within the jurisdiction of the Commonwealth of Mass-

Assessors on January 19th and January 22nd, 1940 viewed the
properties and made the following re-assessments for Jan. 1st,
1940;,
Property at #572 Mass. Avenue - house assessment reduced
from $4000 to $3500; land reduced from 11240 to $1000.
R. H. Stevens property at 30 Utica Street. Land reduced
from $6350 to $3175.
Frederic A. Hoxie - property at 1061-1063 Mass. Avenue
reduced from $7830 to $6060.
Grace P. Brown - property at 21 Winthrop Road reduced
from $15,490 to $12,395.
James W. Quinn - property $"Casco lot's on Woburn Street
reduced from $2100 to $990.
Mrs. F. L. Nickerson - property at 43 Forest Street-
land reduced from $1260 to $840.
