School Committee—submitted by lee ika Sawhay, The Select Board and School Committee had a joint meeting this past Monday on requesting for a special town meeting to get funds for a feasibility shady for the highschool project. School Committee took a vote at the meeting to request that. SB will be doing so probably on Monday. See the announcement here 1625 MASSA('III SF]TS AVI:NIJ1 , I,I:lXIN61ON,NIASSAC I I U S I IIS 0242 Recreation Committee Update: March 2022 Update and review of 2021 LFM use of Worthen Road Practice Field The Lexington Farmers"Market use of the Worthen Road practice Field was ars unqualified success.. Feedback from customers,farmers and vendors and LFM staff was overwhelmingly positive, specifically noting the improved parking, open and beautiful space, community feel and positive "vibe""as part of the Center Recreation Complex. LFM leadership built strong partnerships with town departments to navigate challenges that arose. We are extremely grateful to the Recreation Committee, Department of Public Works and Towyn Manager's office for their support and assistance in making this a successful transition. Following are specifics related to the field use. Field Conditions: • Over the course of the season, the field conditions were not significantly impacted thanks to LFM rules and regulations. To minimize damage,farmers and vendors were required to abide by a 5 mph maximum speed limit while on the field. • With the assistance of the Lexington DPW, midway through the season LFII staff and volunteers placed wooden board's at the entrance to protect the high trafficked areas. • Trash and recycling pickup and additional safety cranes were provided by the DPW. • On average, nine essential vehicles remained on site during market hours, including 1 farmers/"vendors who required generators for cooling products per BOH requirements.. Market Perimete r/Irricades: • The DPW installed barricades around the market site for the full season which were essentialin creating a safe market environment with a single entrance and exit. LFM staff were able to monitor the field in order to ensure appropriate use and enforce rules and regulations, including no dogs allowed on site. Inclement weather • The LFM worked closely wvith Haiyato TSurumaki and the Lexington DPW, especially Chris Filacloro and Kevin Wallace, to monitor weather and adapt field use in the case of inclement weather, including moving tents away from areas without adequate drainage . The drainage on the fields was generally excellent, and luckily rainstorms rarely occurred during market hours.. l fi r~s'Mawket- 9 Thanks to the quick response of Peter Coleman, the Lexington Police and the DPW, an abbreviated and smaller final market of the season (end of October) was held in the Town Pool parking lot due to a near"easter storm and soggy field conditions General Parking: • Customers parkedcan Worthen Road and surrounding Public parking areas. Farmers/vendors also used the parking lot for the small baseball field on Parr Drive. • With support from the Lexington Police Department and dedicated signage, the LFM was able to provide adequate senior, ACOA,and standard customer parking. • LHS students driving to school were receptive on market days, and respected the posted signage reserving spots for LFM customers. i i I i I Recreation Committee Request: 2022 Special Event Permit for LFM use of Worthen load Practice Field Calendar and Dates of Operation May 31- October 25 2 pm _ 6:30 m; market closes at 5 pm in October; Set up will begin at approximately 12 noon and"the market site will be cleared by 7:30 pm. November 2.2. (Thanksgiving FEASTival'), 12-4 om. Set up will begin at 10 arty and the market site will be cleared by 5 pm. Can market days, LFM staff will remain onsite until alb farmers and vendors have left. Signage. Two banners, 8 ft. x 5 feet to be hung on the fence abutting Crumb Football Field and facing Worthen Road as in 2021. DOUble.Banner 8x3 with WFood Assistance LQ Fees REQUEST that fees for site use are waived, same as 2021 and previously at Fletcher Park. Bathrooms (required to provide restroom access for farmers/vendors) Access restrooms by tennis courts o RE UE T that should the restrooms be closed clue to renovations in the fall, we request that 1.1G=M farmers/vendors/staff have access to any portable restroorns as replacements, and that these be accessible through the November 22, 2022. Thanksgiving FEASTival Barricades: REQUES that the DPW place yellow barricades along Worthen Road and down the bike path to the entrance of the market space as in 2021.These barricades o prevent customers from entering the market space during setup when vehicles are moving on the site create a safe entrance space on a level surface rk assist in monitoring market capacity o enable the LFM to enforce BOH and Rec. Comm regulations banning dogs onsite provide a security barrier behind farmers and vendors whose tents back Lip to Worthen Road (managing market flow and diminishing chance of theft) o prevents vehicular threats to public safety There Is no need fear barricodes along the woods or backing up to Crumb football field fence. „Tr�'NI'�'I•a°NXIM.Xf`l+Au^�a'M'"''' Farmers and "Vendor' s/Capacity, Vents & Parking: • Total of-28 tents each market day, including artisans, musicians and community teat • Teats are weighted and/or staked into the ground for safety in wind • Vendors drive onsite for easy loading/unloading, a,nd a limited [lumber keep their vehicles onsite by their tents by previous agreement with Market Manager • Those vehicles not remaining on site would park further down Worthen Road or in the Park Drive parking area by the small baseball field, I Customer Larking. • Sufficient parking is available on Worthen Road, the center playground lent and in the surrounding area and reserved by traffic cones put out Monday evening (before market day. • Following procedures devised last year in conjunction with the Lexington Police Dept, spots will be reserved closest to the market for AICA and senior parking. Market Storage: Lexington Farmers` Market will continue to store all of its materials outside of the market hOUrs in the shed built onsite for this purpose. The only exception will be for planks/boards provided' by the Department of Public Works to lay down at the entrance in case of inclement weather. Garbage/Recycling: o The LFM will work with DPW re garbage and recycling bin dropoff and pickup, as in 2021. Inclement Weather: LFM staff will consult with the Recreation Committee and the Department of Public Works as to field conditions in case of inclement weather Alcohol Use Policy As permitted by the Town of Lexington, the Select Board and the Mass. Department of Agricultural Resources,the LFM requests a continuation of the 2021 Alcohol Sales policy during the weekly farmers` market. In 2022, the same guest vendor wild sell mead (honey wine) and hard cider, attending approximately monthly . There is no consumption on site, including no sampling and no sales to anyone under 2.1 years old, per state law. V.taein Mme" pct^ .j i NEW REQUESTS for 2822 Bike Rack REQUEST for a bicycle rack be placed at the market site for cyclist use. In 2021, some bicycles could not be locked to the barricades, and we received multiple requests for the town to provide a bike rack in 2022. Potential location could be the backside of the shed facing the baseball field. Food Truck REQUEST to allow a food truck to participate in the market.There is potential for one vendor (Just Hummus) to bring a food truck biweekly to the market, making hummus and tabouli bowls onsite for customers. a Should this be allowed, it could begin the month of June. • The food vendor would be required to have all the appropriate permits from the (Lexington Board of Health and receive approval from the Town Manager's office as well. • We would anticipate that the food truck would be located close to the market shed but; are open to suggestions. The truck would be approximately 25 feet in length. • A food truck would be a benefit to shoppers attending the market, as well as high school students and families who attend after"school looking for ready to eat foods. • Note: the LFM does not plan on seeking OLA more food trucks to participate in the 1 weekly market. Although these are commonly experienced, the shortage of officials and scheduling of LPS competitions has greatly impacted) the community access to the athletic fields and courts for use. The impact will continue to be reviewed throughout 2022 by the season, as use changes by sport and use. During the 'Spring 2022 season, staff have identified ten (1.41) dates at the Center Tracie Field, when LYL, LUSO, and UCL willl all be impacted by the lost time due to the LPS athletic events. Tonight's request is to: 1) Request to have the field) and light use at Center Track Field extended from 1.0:30pm until 11:00pm on (10) dates. April 5, 26, 28, May 3, 5, 10, 12, 16, 23,and 26. The Recreation Department is requesting a Reserve Fund Transfer of$1744 which will be replaced from the Recreation Enterprise Fund, Recreation Division Programming: • The Friday afternoon and Friday night ski/snowboard programs at Nashoba Valley ended on Friday, March 01. It was a successful season with a total of 168 participants in the programs (89 Friday afternoon, 79 Friday night). • Our winter basketball leagues are close to coming to an end.
