HomeMy WebLinkAbout2022-04-13-PB-min PLANNING BOARD MINUTES MEETING OF April 13, 2022 Minutes of the Lexington Planning Board Held on April 13, 2022, Virtual Meeting at 6:00 pm Present: Charles Hornig, Chair; Robert Peters, Vice-Chair; Michael Schanbacher, Clerk; Robert Creech, and Melanie Thompson. Also present were Abby McCabe, Planning Director and Deborah Brown, Town Moderator. Charles Hornig, Chair, called to order the meeting of the Lexington Planning Board on Wednesday, April 13, 2022, at 6:03 pm. For this meeting, the Planning Board is convening by video conference via Zoom. LexMedia may broadcast this meeting live and will record it for future viewing. Detailed information for remote participation by the public may be found on the Planning Office web page. Mr. Hornig conducted a roll call to ensure all members of the Planning Board and members of staff present could hear and be heard. Mr. Hornig provided a summary of instructions for members of the public in attendance. It was further noted that written materials for this meeting are available on the Town's NovusAGENDA dashboard. **************************TOWN MEETING****************************** Article 35: Amend Zoning Bylaw – Open Space Residential Developments (OSRD): Deborah Brown, Town Moderator, said that since Mr. Daggett was not present tonight and submitted his amendment last minute to Article 35 she had deep concerns and cannot allow his motion to go forward and will rule any motion from Mr. Daggett as “out of order”. Her concern was he was asking the Boards and Town Meeting to trust his input without allowing them time to make their own analysis. This amendment should have been provided early enough for the Board and Town Meeting to review the information. The Board Members had no comments or questions. Article 38: Amend Zoning Bylaw and Map – 95-99 Hayden Avenue (128 Spring Street): Mr. Hornig said the Board supported this unanimously and he will present a short summary of the written report and asked if there were any concerns by the Board. Article 39: Amend Zoning Bylaw and Map – 475 Bedford Street: Mr. Hornig asked the Board if they had any issues with the report being presented tonight at Town Meeting on this Article. Page 2 Minutes for the Meeting of April 13, 2022 Report: Article 2: Planning Board Report: Mr. Hornig said the Article 2 report is posted and will be played as posted tonight. Article 35: Amend Zoning Bylaw – Open Space Residential Developments (OSRD): Mr. Hornig said the written report and presentation being given by Mr. Peters has been posted. The Board opposed the amendment by Mr. Creech and Mr. Daggett’s amendments will not be accepted. Did Board Members have any questions? There may be a proposal for reconsideration for Article 10 (e) and (f) at Town Meeting. **********************BOARD ADMINISTRATION************************ Upcoming Meetings: The next meeting will Wednesday, May 4 at 7:00 p.m. for a possible partial in-person meeting for a reorganization and work plan discussion. Adjourn Robert Peters moved that the Planning Board adjourn the meeting of April 13 2022. Michael Schanbacher seconded the motion. The Planning Board voted in favor of the motion 5-0-0 (Roll call: Bob Creech – yes; Robert Peters – yes; Michael Schanbacher – yes; Melanie Thompson – yes; Charles Hornig – yes).
